At the end of the initial period, ADB, as its discretion may: (a) renew a fixed term appointment or assignment, or (b) not renew a fixed term appointment.

Fixed-term appointments or assignments for senior staff are subject to terms and conditions determined by ADB as indicated in all relevant policies.

This position is assigned in the Regional Department which leads Developing Member Countries (DMC) engagement, oversees the implementation of ADB’s strategic agenda in DMCs, and coordinates ADB’s capabilities to design and deliver integrated strategies, programs and projects that maximize ADB’s development impact.

Job Purpose

The Regional Head (Operations Coordination) will assist the regional director general in the sound management of operations falling under the assigned regional department. Together with the private sector development head, the incumbent will coordinate regional programming, business planning, and portfolio monitoring and organize the provision of operations services to project teams.

The incumbent reports to the Director General, Regional Department and supervises International staff, National and Administrative staff.

Responsibilities:

• Supports the regional director general and the regional management team in establishing and cascading the regional department’s strategic vision and goals, aligned with the region’s needs and ADB’s strategic priorities, and the regional department’s key performance indicators (KPIs). • Serves as head of the secretariat to the regional management team, helping the director general to set standard operating procedures for its effective functioning. • Oversees the allocation of operational resources in the region jointly with the PSD head, e.g. lending and non-lending. • Jointly with the regional private sector development head, advises resident missions on the annual and medium-term programming of projects and other activities for the regional department, and prepare the regional work program. • Supports the regional director general in the definition of annual work programs and KPIs of sectors, Climate Change and Sustainable Development Department (CCSD), relevant operations services in the region; together with the institutional coordinator, reviews and advises on these department’s staffing plans and budget requirements to deliver regional operations; monitors the performance of solutions departments in the delivery of their regional work programs and KPIs. • Leads the monitoring, management and reporting on sovereign operations (programming and portfolio management) at regional level to achieve regional delivery KPIs. Where necessary, provides high-level guidance on operational issues and compliance with ADB policies. Actively takes part in the project and portfolio focal point network, facilitated by PPFD. • Advises the director general and country directors and backstops the quality of project-level documentation and decisions for sovereign operations and technical assistance, as determined by business processes. • Organizes and advises on the provision of certain operations services (e.g., safeguards, procurement, financial management) and thematic services (e.g., climate change, gender), to ensure adequate support to project teams delivering operations in the region. Guides a team of regional focals for such areas. • Manage, as requested by the regional DG, other departmental functions, by leading and/or coordinating e.g. for IT systems, and internal communication. • Manage the regional operations network, including organize and provide staff capacity development to RD staff and RM Country Operations Manager teams and external clients on sovereign operations management. Guides a team of RM country operations heads. • Manages the performance of teams and individuals providing clear direction and regular monitoring and feedback on performance. • Provides coaching and mentoring to team and individuals and ensures their on-going learning and development. • Undertakes other activities as designated by regional director general.

Qualifications

Relevant Experience & Requirements:

• Master's Degree, in engineering, finance, economics, business administration or related fields. University degree in engineering, finance, economics, business administration and related fields and at least 10 years specialized experience relevant to the position can be considered. • At least 15 years relevant professional experience in managing projects, portfolios and pipelines for development institutions. International experience working in development in several countries. • Proven management and leadership qualities. • Demonstrated cultural sensitivities and maturity. • Please refer to the link for ADB Competency Framework for IS7 and IS8.

General Considerations

The selected candidate, if new to ADB, is appointed for an initial fixed term of 3 years.
