Organizational Setting and Reporting Relationship

The position of Water Resources Officer is assigned to the Bangladesh Resident Mission (BRM) within the South Asia Department. You will be based at BRM Office in Dhaka, Bangladesh.

You will report to the Country Director, BRM. You will have a matrix reporting to Director, Agriculture, Food, Nature, and Rural Development (AFNR).

Your Role

As a Water Resources Officer, you will: (i) provide in-depth technical expertise and operational support in project processing and implementation in the assigned sectors, contributing to the Resident Mission (RM) by supporting loan/Technical Assistance (TA) processing and administration, portfolio management, sector work, and other general sector activities, covering public sector operations, with focus on areas relating to agriculture, natural resources and rural development; (ii) undertake assigned responsibilities professionally using substantial and diverse experience, undertake a variety of assignments, deliver knowledge product, and generally work with limited supervision; and (iii) guide on country-appropriate opportunities for embedding climate change and innovations.

You will:

• Manage AFNR team in Bangladesh to conduct dialogues with clients based on a thorough understanding of ADB policies related to ADB’s portfolio including project processing, administration and technical assistance. • Support and/or participate in the Country Consultations, Country Programming Missions and Tripartite Review Meetings and project review missions, provide oversight and contribution to background studies and sector assessments, participate in the project consultation, fact-finding, and appraisal missions of projects and provide all necessary inputs. • Contribute to climate change and innovations to support delivery of appropriate and sustainable solutions. • Contribute in achieving project processing and readiness milestones and advises processing teams on government procedures and ways to advance readiness milestones. • Administer the implementation of projects by monitoring the progress of assigned projects, actively identifying issues and taking actions to address them, preparing internal procurement papers, review of procurement documents and papers for extension of loan closing dates and reallocation of loan proceeds, and other project administration tasks. • Liaise with and support headquarters and government agencies/development partners, private sector partners, and other stakeholders to facilities formulation, processing, administration and monitoring of ADB-financed loan and TA projects primarily in the areas of agriculture, food, natural resources and rural development. • Maintain close cooperation with other international donors and undertakes meetings and consultations with them, especially in areas relating to donor coordination and harmonization in sector work. • Prepare and update forecasts of contract awards and disbursements, identifying factors responsible for shortfalls and expediting achievement of target levels where possible. • Identify issues and take actions to address them through interactions with executing agencies (EAs), contractors, consultants, and project beneficiaries, prepare measures to address the issues and implementing the measures. • Prepare Project Completion Reports (PCRs) / TA Completion Reports (TCRs) as and when assigned. • Contribute to AFNR sector work (i) by assisting in the field in conducting research, updating information, analyzing financial, institutional or economics issues, and preparing reports on the subjects, (ii) assisting in the preparation of sector assessments within the context of development aid effectiveness and national sector strategy utilization for programming purposes, and (iii) prepares inputs in the sector database for portfolio management. • Maintain current knowledge base of future government investment plans and approval processes, organizational structure, and policies relevant to the agriculture, natural resources, and rural development sector. • Act as the AFNR sector focal and maintain close relationship coordinating with relevant government agencies and headquarters staff. • Provide guidance to junior staff, analysts, and administrative staff to facilitate work planning, work execution and quality control. • Perform other duties that may be assigned and reflected in the incumbent's work plan.

Qualifications

You will need:

• Bachelor's degree in agriculture, natural resources and rural development, engineering, and other relevant disciplines, preferably with advanced training. • At least 8 years of relevant professional experience in agriculture, natural resources, and rural development (irrigation and river protection etc,), including project management and implementation. Work experience with international development organizations will be an advantage. • Experience and knowledge of various stages of the project cycle (project planning / feasibility analysis / detailed design / project implementation / construction supervision / contract management). Understanding and knowledge of the International Federation of Consulting Engineers (FIDIC) conditions of contract will be an advantage. • Familiarity with accepted best practices of procurement and disbursement processes. • Sound knowledge of government administrative systems and procedures. • Familiarity with local languages and institutions. • Excellent written and verbal communication skills in English. • Please refer to the link for ADB Competency Framework for National Staff level 2.

Additional Information

This opening is a local staff position. It is open only to nationals and residents of Bangladesh.

This is a fixed term appointment with an option to renew for an initial period of 3 years following Section 3.1 (b) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. It may be extended on an exceptional basis for a further fixed period at the option of ADB. This appointment is open to internal and external applicants.
