This is a Professional contract, Grade 8 (NRC) contract. More about Professional contract, Grade 8 (NRC) contracts.

Duty station: Preferably Oslo, Norway (or other NRC Office location, subject to legal capability). Please state if you would be willing to relocate to Oslo in your cover letter in order to be considered, if not, alternative locations you would like to explore (subject to legal capability).

Please note fluency in both Spanish and English is required for this position. Candidates who do not command either of the languages will not be able to be considered.

1. Background/Context

Whilst much attention has been given to the need to return children and youth to the classroom during the Covid-19 pandemic, not enough effort is being made to address the ever-growing mental health needs of children and youth from conflict-affected communities. Over the last decade, numerous studies have highlighted the devastating impact of war and displacement on the wellbeing of children and youth.

The impact of displacement, war and violence on children’s wellbeing in general – across all regions in which NRC operates has proven to be detrimental to education. The Regional BLP (Better Learning Programme) Capacity Building Manager will support Country Offices in Latin America and Asia in the implementation and rollout of our BLP programme.

2. Role and responsibilities

As the BLP Capacity Building Manager, your roles and responsibilities will include –

  • Adherence to NRC policies, guidance and procedures.
  • Contribute to the development of project guidance both technical and implementation.
  • Supervise and monitor the programme implementation as assigned by the line manager and Country Office colleagues (activities, and project documentation) in line with proposals, strategies and donor requirements.
  • Provide technical direction and ensure high technical quality of projects.
  • Provide regular progress reports to Regional Education Adviser.
  • Ensure capacity building of Country Office staff and transfer key skills in the AELA region (including Latin America, Central Asia and Southeast Asia).
  • Liaise and collaborate with relevant local authorities and other key stakeholders – in case of BLP institutionalisation.
  • Promote and advocate for the integration of BLP and PSS into NRC education strategy and response as well as in country and regional response plans.
  • Assess and map existing strengths, weaknesses, capacity gaps in implementing BLP across Country Offices in AELA (including Latin America, Central Asia and Southeast Asia).
  • Support the in-country BLP focal points (including technical guidance) to implement and monitor BLP activities.
  • Focal point for the BLP capacity building component including coaching and mentoring across relevant Country Offices.
  • Set up of a workplan made available to relevant Country Offices including regional and global workshop/fora to roll-out the capacity building materials with the relevant NRC colleagues.
  • Revise existing and/or develop detailed country specific procedures, and tools to support or scale-up BLP in the region.
  • Roll-out across relevant Country Offices of the BLP global materials (such as the BLP Guidance Kit, the BLP youth wellbeing programmatic documents, the capacity development Kit, etc.).
  • Support the Regional Education Adviser in reporting requirements.
  • Actively participate the BLP Technical Steering Committee meetings to move forward project milestones through structured approach.
  • Focal point to ensure quality implementation of BLP in relevant Country Offices through existing communication platforms follow-up, field-visits, coaching, revision/development of country specific procedures/tools, GOMs, GRMs, GCM, coordination of Country Offices inputs and consolidation of reports to donors, review of BLP technical resources and/or advocacy/communication materials etc.
  • Coordinate and manage BLP project (global/regional grant) implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements.
  • Ensure that BLP projects target beneficiaries most in need of protection, explore and assess new and better ways to assist.
  • Interface with the Global BLP Unit (GBU) in coordination with the regional Education Advisor.
  • Compile and disseminate best practice, lessons learnt, recommendations, and case studies from project implementation, creating and tracking against a project improvement plan.

3. What We Are Looking For

  • Previous work in PSS/SEL programs is considered as an asset.
  • Previous experience operating NRC Better Learning Programme 1/2/3 is considered an asset.
  • Minimum 5 years of experience from a senior level project implementation position in a humanitarian/recovery context.
  • Experience from working in complex and volatile contexts.
  • Documented results related to the position’s responsibilities.
  • Knowledge about own leadership skills/profile.
  • Fluency in Spanish and English, both written and verbal.

4. What We Offer

  • Type of contract: 12 months employment contract with possibility of extension
  • Salary/benefits: According to NRC salary scale, terms and conditions.
  • Duty station: Oslo or any NRC Office location, subject to legal capability. Please state your preferred locations in your cover letter.
  • Travel: 50 % to the field.
