Under the direction of the RCA Program Coordinator, the RCA Program Specialist evaluates potential participants for admission into the RCA Program, confirms participant eligibility on an ongoing basis, and determines how much their monthly benefit should be, performs document eligibility reviews, requests monthly cash assistance benefit payments, closes cases out of the program, and completes regular file inspection of eligibility materials.

Major Responsibilities:

Program Administration

- Conduct initial orientation and enrollments for families seeking to participate in the Refugee Cash Assistance (RCA) program. - Conduct monthly meetings with all families enrolled in the program to confirm facts upon which eligibility determination is made, and their comprehension of the rules of the program. - Calculate and request monthly benefit checks from the Idaho Office for Refugees and IRC Finance Team after reviewing each participant’s ongoing eligibility. - Maintain comprehensive, up-to-date case note services log containing detailed information about service provision in Efforts to Outcomes (ETO) Database and - Maintain copies of all appropriate documents, forms and other data in client digital case file. - Coordinate with team to ensure up-to-date information on any changes of case status including employment, loss of employment, SSI benefits, birth of a child, etc. are well documented in the case file and reflected in any required benefit changes. - Monitor compliance of program rules by all participants as a whole by compiling and reviewing monthly reports - Implement changing policies and forms from Idaho Office for Refugees and Office of Refugee Resettlement as needed.

Coaching Services

- Build rapport with clients through verbal and non-verbal communication, employing motivational interviewing techniques to support their progress toward identified goals. - Follow up with participants regularly and ensure that contact records and data required for program eligibility and reporting purposes are collected and recorded accurately and timely, in both case files and in the Efforts to Outcomes (ETO) database. - Oversee case management and address client non-compliance through designated sanctioning processes when necessary. - Work closely with clients, caseworkers, and employment specialists to develop individualized client budgets that help clients understand the assistance they will have access to and the pathway leading to early self-sufficiency. - Conduct additional assessments and update rent plans and budgets for each client on a regular basis. - Work closely with colleagues in casework, education, and employment services to ensure clients receive appropriate employment training and meet the workforce development requirements of their cash programs. - Support gender equality and promote full participation of women and girls in programs and services.

Quality Assurance and Compliance

- Ensure all data recording in the Statewide Refugee Information System (SRIS) is timely and accurate, including client enrollments, waivers, payments, payment reductions, and file closure. - Perform administrative tasks, including maintaining accurate and timely case notes, filing documentation, and completing data entry in the ETO and SRIS databases. - Conduct regular file reviews and support ongoing quality assurance for cash program case file documentation. - Respond to monitoring and audit requests, in consultation with the RCA Program Coordinator and the Finance team.

Position directly supervises: Interns and volunteers

Indirect Reporting: Economic Empowerment Manager; Funders including Idaho Office for Refugees and Office of Refugee Resettlement

Job Requirements

Relevant degree or equivalent experience and prior work in refugee resettlement or another direct service capacity serving refugee or immigrant populations;

- Proficient in database systems, especially data extraction and design. - Proficient in general office software, e.g., MS Word, Excel, Outlook, internet applications. - Demonstrated success working and communicating effectively in a multi-cultural environment. - Fluent in English, both spoken and written; proficiency in language(s) spoken by client group is desired. - Superior attention to programmatic requirements/parameters and ability to navigate complexity, time management, and organizational skills. - Highly detailed and precise in producing accurate work product. - Valid driver’s license and access to a personal, insured vehicle

WORKING ENVIRONMENT:

- Standard office work environment. - Travel in and around the service delivery area to facilitate service delivery. - May require occasional weekend and/or evening work.
