Job Description

CONTEXTUAL BACKGROUND

The IRC launched an emergency health response in Libya in September 2016 as the humanitarian situation in the country was deteriorating following the 2014 civil war. Since then, the IRC has broadened its portfolio with integrated health, protection, and governance programs aiming to employ a holistic approach to meeting the needs of crisis affected and vulnerable communities to survive, recover, and gain control of their futures. This includes direct interventions as well as work in partnership and systems and civil society strengthening toward improving outcomes for conflict-affected and vulnerable populations in Libya.

Job Overview/Summary:

This position is within the Human Resources Team in Libya Country Program. The postholder will report to the Recruiter and work closely with him/her on staffing needs. The Recruitment Assistant will work on Mid- Level national positions within IRC programs and operations across Libya. S/he will be responsible for recruiting for 40-50 open positions while being compliant with IRC’s Global Human Resources Operating Policies and Procedures (GHROPP).

Major Responsibilities:

- Source highly qualified candidates for positions through networking and use of different search engines - Find a diverse set of potential candidates who meet the qualifications/requirements of the positions within agreed timeline - Conduct phone interviews with potential candidates - Frequent communication with hiring managers to discuss candidates and to keep them informed as to progress - Conduct reference checks using SkillSurvey during the assessment process - Maintain accurate candidate records in our ATS (Cornerstone) - Maintain an updated recruitment tracking sheets for all open national positions - With the approval of IRC hiring manager and HR manager, negotiate offer acceptance with candidate - Send rejection letters for unsuccessful applicants - Implement and enforce IRCs Global HR Operating Policies and Procedures; and ensure compliance with all labor laws. - Participate in review and delivery of HR/recruitment policies and procedures and make recommendations to improve efficiency and effectiveness. - Always maintain the confidentiality of all sensitive HR/recruitment information. - Any Other tasks as assigned by the supervisor.

Qualifications

- Bachelor University Degree, preferably in management, human resources, administration, or related fields - Work Experience: 1-3 years - Language Skills: Excellent in Arabic and English. - Strong ability to prioritize work under pressure, maintain attention to detail, and coordinate multiple tasks to meet deadlines. - Effective time management and organizational skills. - Excellent interpersonal and problem-solving skills, creativity, and flexibility. Energetic, with great networking and communication skills - Experience with applicant tracking systems (ATS) and job boards is a plus

Working Environment: Staff will be based in Tripoli office with travel to field locations as requested and upon business needs.
