The war in Ukraine has triggered the fastest growing refugee crisis since World War II. The overwhelming majority of refugees are women and children, often separated from husbands and fathers who remained in Ukraine; older people; and significant numbers of unaccompanied children, including those from state care facilities.

Local and national authorities have established reception facilities at border crossing points to receive new arrivals and are providing life-saving assistance, including accommodation, food, and other basic needs, as well as onward transport for those moving to urban centers. In the reception centers, information is also provided on the asylum process and temporary protection, as well as on the risks of trafficking. Access to basic rights and services, such as health, has been facilitated. Steps have already been taken to foster protection and inclusion into national systems, such as for health and education. Referral services are being scaled up, focusing especially on case management and protection of unaccompanied children and those evacuated from boarding schools, institutions and other alternative care arrangements, survivors of gender-based violence (GBV), victims of trafficking, persons with disabilities and other vulnerable groups

How can you make a difference?

Under the guidance of the Representative, this position is responsible for developing, managing, implementing, and monitoring an advocacy and communications strategy and associated products, activities on a regular and ongoing basis with public audiences, and as integrated within the overall office programmatic work, risk management, expanded scope, and results. The position works in support of the strategic objective of promoting awareness, understanding, support and respect for children's and women's rights, the equity focus and support for UNICEF's mission, priorities, and programmes in the country office, at a global level, and those of the UN Country Team.

KEY ACCOUNTABILITIES and DUTIES & TASKS

1. Scaled up Communication and Advocacy Strategy including engagement with digital and social media

  • Develop, maintain, and continuously review the country advocacy and communication strategy and associated workplan, materials and digital reach and engagement in support of the key priorities of the country programme and critical issues for children in Ukraine
  • Lead every element of the advocacy strategy process, in consultation with relevant stakeholders, from defining advocacy outcomes, power analysis, and developing a clear theory of change to win the support of decision makers and mobilize key constituencies.
  • Drive the implementation of advocacy strategies and plans, working across teams to ensure all strands of the strategy are progressed and mutually reinforcing, for example: data, policy, media, public mobilization, events, and partnerships. Supervise the development of cogent and compelling advocacy and campaign narratives, and the delivery of creative campaign tactics.
  • Ensure optimum leverage and impact of communication activities on programme, policy, and advocacy activities
  • Manage a country communication team that effectively executes a proactive and comprehensive media relations work plan.
  • Promote a better understanding of respect and support for children's and women's rights and issues by carrying out media activities in support of UNICEF-assisted development programmes or humanitarian efforts in the country.
  • Oversee ongoing assessment of trends, social and political change and public interest and factor these into regular updating of the communication strategy and refining its execution.
  • Maintain close coordination with Regional Communication Advisor, RO management and HQ to ensure adequate positioning, effective risk management, as well as alignment with the communication strategy across the overall Ukraine response.

2. Alignment of Communication with advocacy and fundraising to achieve results.

  • Develop, deploy, and mobilize country office communication team capacity to support and gather/facilitate the gathering of content and coverage of relevant country efforts that support national and global resource mobilization, advocacy, and fundraising efforts.
  • Ensure sound risk management and risk communication best practice noting the highly complex in Ukraine

3. Networking and strategic partnerships and key stakeholders

  • Ensure that new ways are identified to increase positive exposure and leverage new opportunities for UNICEF among a range of organizations, media, key institutions, as well as high-profile individuals whose recognition level/influence extends beyond national borders.
  • Ensure that a partner contact database is developed, maintained, and kept updated. Develop, maintain, and grow partnerships with organizations for local and global use.
  • Monitor and evaluate results and effectiveness of working with partners and share results and findings with regional and HQ communication colleagues.
  • Oversee development and implementation of the country office's Private Sector Engagement Strategy.

4. Monitoring and evaluation, Communications and Advocacy, and opportunities for scaling up.

  • Establish communication baselines against which the objectives of the communication strategy are regularly evaluated and adjust the strategy as necessary, including the emergency
  • preparedness and response components. Conduct timely and accurate monitoring and evaluation activities and analysis to continuously improve the effectiveness of the communication and Advoke strategies, approaches, and activities. Prepare and share results and reports with the Regional Communication office on a timely basis.
  • Identify need for and conduct major research; collect and analyse data and prepare reports on key communication issues and activities in the country for strategic communication and advocacy, as well as reporting purposes. Share key findings with Regional Office and others in a timely manner.
  • Identify and develop new approaches and methodologies for monitoring and evaluating communication and advocacy activities.

5. Excellent People Management

  • Ensure that the human resources (the communication team) and financial resources (budget planning, management, and monitoring) for the county’s communication are both effectively managed and optimally used.
  • Develop a work plan for communication activities, monitor compliance and provide support and guidance to ensure objectives are met. Approve and monitor the overall allocation and disbursement of funds, make sure that funds are properly coordinated, monitored, and liquidated. Take appropriate actions to optimize use of funds.
  • Identify, recruit, and supervise communication staff, technical resources, and consultants as necessary. Undertake performance planning, monitoring and appraisal, and role model an inclusive and empowering supervisory approach to individual and team performance.
  • Participate in the Regional Office’s broader planning and budgeting exercises.

To qualify as an advocate for every child you will have…

  • Advanced university degree in Communication, Journalism, Public Relations, or other related fields of disciplines.
  • Ten years of progressively responsible and relevant professional work experience.
  • International and national work experience in both developed and developing countries.
  • Professional experience in developing and implementing communication strategies, especially social media engagement.
  • Background/familiarity with Emergency situations.
  • Fluency in English is required. Relevant language skills to perform the post an asset.
