As a result of the ongoing war in Ukraine, Poland is currently host some 2.5 million refugees, half of which are children the largest refugee crisis to hit Europe since the second World War. On 24 February, the Russian Federation announced a military operation on Ukraine that is having a significant impact on the lives of young children and their families. It is now estimated that nearly 10 million people have been displaced from their homes in Ukraine and over 10 million have fled into Poland, Romania, Moldova, Hungary and other neighbouring countries, with many more (up to 5 million) forced to seek safety across borders if the escalating war persists. In Poland alone there are over 2.6 million people crossing the border from Ukraine of which half are children. Data show that one out of five refugees in neighbouring countries is a young child under 5 years of age and all children and youth below the age of 18 years are in need of support to access education services that are sensitive to their experience of displacement and overcoming barriers they experience to integrating in national schools.

Effective coordination of coordination mechanisms in emergency situations is among UNICEF’s Core Commitments for Children (CCCs), with the only main indicator of effective performance being the ‘minimal staffing of coordination structures. The purpose of this assignment is to support key Education Working Group (EWG) coordination and information management functions (project mapping, 5 Ws reporting), preparing meeting agendas and coordination of all meetings and documentation of minutes and results.

How can you make a difference?

The consultant will work closely with the refugee response education programme lead in Poland to support government partners strengthen their coordination, data and analytics, reporting and situation analysis in real time for rapidly evolving refugee needs in Poland, as well are effective results-based monitoring of all programming partners delivered by the education refugee response in Poland. The consultant will support:

  • Main result area of the consultancy will be to: strengthen coordination functions of the EWG which is co-led by UNICEF under the broader refugee response coordination structure in Poland that is led by UNHCR, including supporting local NGO coordination functions. The consultancy will focus specifically on:

1. Coordination of all meetings and meeting results

2. Mapping and regular updating of all partners activities in Poland using the 5 Ws monitoring tool

3. Regular result updating of all partner activities in Poland working under the EWG mechanism using the 5 Ws monitoring tool for partner activities.

4. Document all Knowledge Management (KM) needs of the EWG ensuring an updated data bank is available for all resources generated by partners in relation to the education refugee response in Poland

5. Support coordination functions of the local NGO group which participates in the EWG coordination mechanism.

The consultancy is for 6 months from the date of initial deployment.

Given that this is a rapidly unfolding crisis and the situation is in flux, the Consultant and UNICEF team will remain flexible for a response to emerging needs.

The consultant would be paid on a monthly basis to complete the assignments outlined in the terms of reference. There will be a monthly report prepared and submitted by the consultant of the activities performed and results achieved, according to the preliminary key tasks and deliverables and outputs outlined earlier. Each monthly report will include an update on the activities listed above, in particular:

  • A summary of progress report against the workplan and noting of any changes therein;
  • A summary of progress, bottlenecks, challenges and actions taken in relation to Country Office support;
  • Report on the active forum, teams site, knowledge management and sharing activities;
  • A summary of monthly status reports on deployment progress; and,
  • A review and feedback submitted to Country Offices.

To qualify as an advocate for every child you will have…

  • Advanced degree in education, information technology, statistics, communication, engineering, or other relevant field. In lieu of a specific academic degree, relevant experience may be considered to meet this requirement.
  • At least 5 years of professional work experience in Technology for Development (T4D) and/or information system development, including mobile and web-based applications, with manifested capacity to manage programmes involving many stakeholders. Specific experience on ICT for learning or digital learning is an advantage.
  • Experience in digital learning design.
  • Good technical understanding and familiarity with information management systems.
  • Knowledge of at least Teams, SharePoint, GitHub, Trello, Jira, Aha.
  • Ability and experience in coordination, and able to work under pressure is required.
  • Fluency in English.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
