Job Description

- Manage all HR functions including but not limited to: Recruitment –posting of job adverts receiving, sorting applications, arrangements for interviews Staff contracts and contracts renewal administration, benefits entitlements, health insurance, Changes in status, leave administration, performance management and staff exit management. - Monitoring all recruiting activities, and participate in interviews as required, to ensure timely recruitment. - Ensure consistent application of IRC National Staff Policies within the HR unit including hiring and dismissal of staff, timely performance evaluations and leave planning. - Assist and advice to main office program coordinators and management in recruiting, hiring, evaluations and disciplinary actions to ensure consistent application of IRC National Staff policies and procedures including - Assist the Senior HR-Admin Coordinator in annual reviews of the National HR Policy, providing suggestions for improvements, changes and assisting in preparation of revisions - Assist managers in disciplinary actions including ensuring all required documentation is completed and kept on file. - Review and oversee the collection and verification of staff all staff timesheets on a monthly basis according to the IRC Afghanistan schedule. - Assist where necessary in undertaking activities that aim to prevent the occurrence of sexual abuse and exploitation of refugees by IRC and other humanitarian workers. - Advising managers at least on month in advance of performance evaluations due date and communicate. - Review R&R, vacation and departure schedules for international staff and work with them to keep the tracks updated & provide the required guidance. - Act as impartial mediator in disciplinary procedures to ensure equitable and fair manner administration meeting all required legal and labour regulations. - Follow-up disciplinary measures and related employment law matters are properly applied and advise supervisors in determining appropriate disciplinary plans of action. - Design a comprehensive staff development and training plan that clearly outlines career development strategies for IRC Afghanistan - Manage the IRC Afghanistan staff training budget and work with supervisors to plan and budget for the training needs of their staff. - Actively identify training opportunities for IRC staff and establish a databank of training opportunities. - Maintain a Training Tracking Sheet for IRC Afghanistan. For each staff member benefiting from training, ensure a file containing the training request form, certificate / report and expenditure is maintained - Manage new hire and induction process for new national and international staff (orientation). - Review the Liaise with selected local medias for all IRC Afghanistan vacancy advertisements. - Review the updated vacancy tracking list & keep the record. - Prepare monthly insurance list and feedback to compliance. - Prepare the HR strategic Metrics for Kabul & Provinces. - Maintain up to date properties lease agreements and share with Kabul HR Admin Department the lease tracker. - Travel and accommodation arrangement for IRC staff and assist travellers to/from field office with information on per diem entitlements (IRC Afghanistan) and processing of per diem requests. - Develop and implement a filing system for travel and other related activities - Follow up and complete the custom clearance paperwork for any good/item IRC sent to/receive from abroad

Common Duties

- Attend and participate in trainings identified/organized by your supervisor. - Coach, train, and mentor HR staff / Incentive workers with the aim of strengthening their technical capacity, exchanging knowledge within the team and providing professional development guidance. - Follow any new procedures and guidelines designated in circulars from Field Coordinator and/or Country Director. - Report any violations of the IRC Code of Conduct. The reporting of violations is an obligation on the part of all staff members. - Assist where necessary in undertaking activities that aim to prevent the occurrence of sexual abuse and exploitation of refugees by IRC and other humanitarian workers. - Carries out other duties as assigned by your supervisor. - Maintain a healthy and empowering office environment that encourages open, honest and productive communication among IRC staff. - Oversee HR-related administrative duties and ensure compliance with existing legal and governmental reporting requirements. Ensure all legal obligations are fulfilled.

Staff Performance Management and Development

- Coach, train, and mentor HR staff with the aim of strengthening their technical capacity, exchanging knowledge within the team and providing professional development guidance - Conduct and organize IRC’s Way, performance evaluation and any required training. - Supervise and mentor direct-report staff, including communicating clear expectations, setting performance objectives, providing regular and timely performance feedback, and providing documented semi-annual performance reviews. - Exchanging knowledge within the team and providing professional development guidance - Provide constructive feedback and counsel on appropriate career paths and professional development.

Qualifications

- The applicant must hold a university degree in human resources management, Business Administration, Social Sciences or any other related discipline, candidate with a master’s degree will be given preference. - Minimum 6 years’ experience in HR, experience with an international NGO is preferred - Proven skills in Human Resources Management and Administration - Excellent English and Dari / Pashto comprehension and communication skills. - Good organizational, diplomatic and reporting skills. - Strong personnel management experience. - Excellent cross-cultural skills - Computer literacy - Ability to work under pressure and to travel to provincial field offices.
