Result of Service An examination and analysis report on defining mechanism for accessing RBPs with guarantee compliance to the GoI/MOEF regulations, in consultation with the respected authorities.

The following are the expected outputs and deliverables for the specialist:

A. Riau readiness scenario for RBP. 1. Institutional development plan: Stakeholder mapping assessment - gap analysis, compare best and the common practices at site. 2. ER Implementation plan: Needs assessment from demand side, measure national and regional commitment and identification of parties’ needs and contributions.

B. Aligned national policies and strategies into a sub-national action plans. 1. Policy and regulation plan: Revisit SRAP of REDD+ and FOLU Net Sink for RIAU. 2. Public participatory process: Progress on institution and land/forest governance capacity and potency.

C. Setting up implementation management framework for the implementation of ER – Part 1 1. Program and management plan: Integrated forest program inventory and evidence based compliance and designing forest governance. 2. RBP Financial plan: National and subnational capacity for results-based finance Infrastructure and facilities (BPDLH), and donor contribution mechanism 3. Review and discussion with RBP project owner and develop cash disbursement program

D. Setting up implementation management framework for the implementation of ER– Part 2 1. Technical Assistant and capacity building: Project development (SGP plan), approach and strategic plan for carbon project pipeline. 2. Pre-financing Strategy (upfront money) and payment mechanism for ER: Donor mapping and other sectors contribution (how much is needed) and its sustainability.

E. Riau enabled to measure high quality and accurate emission reductions activity with policy-relevant monitoring system. 1. Forest monitoring and management capacities plan: Measured, reported and verified, an essential management to achieve forest protection and sustainable over the long-term REDD+ actions 2. Collaboration plan: Optimize state and non-state actor institutional engagement and partnership collective action for ER program.

Duties and Responsibilities UNEP is the voice for the environment within the United Nations system. UNEP’s mission is to provide leadership and encourage partnerships in caring for the environment by inspiring, informing, and enabling nations and peoples to improve their quality of life without compromising that of future generations.

UNEP has seed initial work in blended finance through development of the Climate Resilient Fund (CRF) concept, intended to bridge the gap between the government, private sector and communities, coordinating cross-functionally to bring about large-scale positive change. Based on the progress, the GoI requested UNEP’s further support to continue supporting the Indonesia Environmental Fund (BPDLH) in 2023 to finalize and operationalize this initial concept/design for CRF as a pay-for-performance blended finance structure to help ensure predictable funding and efficient operations for Indonesia’s restoration and conservation programs. It is a unique opportunity, whereby promotes a public-private program to finance landscape conservation where there is no source of revenue for bond repayment. It provides opportunity to attract significant funding to complement GoI’s effort meeting its NDC in land use sectors.

The concept has been presented during COP 27 on November 2022 by GoI and attract stakeholders and Donors’ attention. It was designed as a quick impact capitalization while ensuring accountability and assurance for the investors and donors. It targets concessions with potential HCV/HCS through restoration and conservation programs contributing to REDD. The scope of consultant’s work is to bring forward the concept into realization through a series of multistakeholders’ engagement for the realization of Climate Resilient Fund.

The consultant will be working 50 days for the outputs generated in year 2023. S/he is preferable at least having 10 (ten) years of working experiences in climate finance and green investment; energy and project management; trust fund management; public-private partnership; and development, while having in-depth knowledge and understanding of theories, concepts and approaches of climate financing and Indonesia’s regulation on economic value of carbon and practical experience in stock/commodities exchange markets. In this case, UNEP’s technical assistance will seed initial work to attract more resources to assist the GOI in meeting the level of readiness for the issuance of the CRF and blended concessional structure finance instruments.

The Consultant will report to the UN-REDD Senior Technical Adviser of UNEP in Indonesia and UNREDD Climate Finance Specialist . The consultant will work in the following lines of action: - Develop analysis and strategy for RBP structure and model and present it to BPDLH, MOEF and UNEP. The Specialist will work closely with the BPDLH and MOEF’s senior officials to identify and harmonize project implementation concept according to GoI priorities. The works covering but not limited to: a. Co-lead with UNEP on consultation meeting and joint FGDs with the respected stakeholders b. Organize development partners’ consultation meeting. c. Co-lead the RBP business structure and theory of changes and develop parameters for project selection. d. Liaise result and concept with the BPDLH and MOEF and other key partners. Create effective communication channel to collect feedback and achieve consensus on UNEP-proposed RBP. e. Identify RBP investments for the livelihood, and restoration and protection programs. f. Co-lead facilitation for the multi stakeholder consultation meetings for CRF and RBP’s ERPD outline. - Site Visit – The assignment may require field travels to potential project locations to support the assessment and field consultation with local stakeholders, as necessary

Qualifications/special skills Education: - An advanced University degree, preferably in environment and natural resource management, energy policy, international development, economics, or a related field; or the equivalent combination of education and work experience is required.

Experience: - A minimum of 10 (ten) years of experience preferably in a combination of related fields such as climate finance and green investment; climate and green growth; energy and project management; trust fund management; public-private partnership; and development is required. - Experience in researching and drafting the technical content of proposals to climate funds or similar multilateral funds. - Proven track record on multi-sectoral and cross-institutional collaboration including with representatives of government and non-government partners - Knowledge and understanding of theories, concepts and approaches relevant to Climate Change, REDD+, and Indonesia’s regulation on economic value of carbon and practical experience in environmental management, climate change adaptation or other related fields. - Understanding of the political economy of Indonesia climate financing issues, and land-use and forestry. - Demonstrated experience developing scalable/bankable projects for financing - Demonstrated experience working with climate finance instruments

Skills : - Good analytical and problem-solving skills, - Fully proficient computer skills and use of relevant software and other applications - Exceptional analytical and writing skills. - Results-oriented, articulate analyst with attention to details, - Strong interpersonal, cross-cultural and team player skills, with a capacity to work effectively on an independent basis, - Excellent communication skills and a persuasive communicator.

Languages - English and French are the working languages of the United Nations Secretariat. For this consulting position, fluency in oral and written English and Bahasa is required.
