Org. Setting and Reporting The position is based in the Joint Coordination Centre (JCC), in Istanbul. The JCC was established as part of the Black Sea Grain Initiative (BSGI), launched by the Russian Federation, Türkiye, Ukraine and United Nations on 22 July 2022, to enable to safe movement of grain, related foodstuffs and fertilizers out of designated Ukrainian ports. The United Nations has been requested to support implementation of the BSGI in the furtherance of the humanitarian mission of the UN and subject to its authorities and mandates.

The incumbent will report directly to the Chief Public Information Officer of the Joint Coordination Centre (JCC).

Responsibilities Within the limits of delegated authority, the Public Information Officer will be responsible for performing the following duties:

  • Develops and implements outreach and engagement communications strategies, including digital and social media strategies with the objective of promoting awareness and understanding for the work of the Joint Coordination Centre.
  • Builds and strengthens partnerships with media, analysts, partners, and coordinates relevant initiatives with these stakeholders in support of the Initiative;
  • Designs and implements advocacy campaigns for a variety of platforms, including social media, in support of the Initiative; coordinates the production and dissemination of outreach and advocacy material, including multimedia productions and storytelling projects.
  • Provides strategic communications advice and support to managers, senior officers and other staff on a range of public affairs issues, methods, and approaches.
  • Drafts and edits material for press releases, press briefings, interviews, key messages, Q&As, talking points, UN newsletters, reports; produces digital content for social media platforms. Quality review and clearance of communication products
  • Coordinates with UN Headquarters and UN agencies to align key messages and advocacy
  • Establishes and maintains a cooperative relationship with local and international journalists;
  • Researches and analyses media and adapts editorial and outreach priorities accordingly
  • Supports the organization and media coverage of events relating to the Initiative and other meetings as required.
  • Manages contractors, consultants and partnerships by establishing work plans, required resources, priorities, timelines and performance benchmarks. Monitors progress and take timely action and/or decisions to ensure objectives are met;
  • Keeps abreast of changing developments, trends, and technologies with strong understanding of digital outreach and ensures the deployment of new innovative tools and practices in support of strategic communications functions of the office.
  • Other related duties that may be assigned.

Uses time efficiently.

Education Advanced university degree (Master’s degree or equivalent) in communication, journalism, international relations, public administration or related field is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five (5) years of experience in in public information, journalism, international relations, public administration or related areas is required.

At least two (2) years of experience working on public information and communications in an international field setting is desirable.

Experience in engagement and outreach in a commincations in humanitarian, conflict or crisis setting is desirable.

Experience in rapidly analyzing and integrating information from diverse sources, in public affairs issues, opportunities and risks in an international, rapidly developing and complex environment is desirable.

Experience diplomatically handling sensitive situations with target audiences and cultivating productive relationships is desirable.

Languages English and French are the working languages of the UN Secretariat. For the position advertised, fluency in English is required. Knowledge of Russian is desirable. Knowledge of another official UN language is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice The temporary appointment/assignment is for a duration of six months with the possibility of extension. The selected candidate is expected to start as soon as possible. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.
