Contract
This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.
The goal, aim and objectives of the WHO European Centre for Preparedness for Humanitarian and Health Emergencies (PHHE) are as follows:
GOAL: • Strengthen capacities of WHO European Region Member States in preparedness for humanitarian and health emergencies through innovative, collaborative and sustainable approaches, including research towards building capacities and skills for emergency and disaster risk reduction.
AIM: • Support Member States’ health emergency preparedness, response and resilience in the WHO European Region.
OBJECTIVES: • Strengthen workforce competences for preparedness for emergencies; • Improve coordination of preparedness activities through the development and implementation of coordination platforms and networks; • Organize or host events aimed at improving the capacities of both WHO and its Member States in preparation for emergencies; and • Provide technical support to building capacities in Member States in the areas of expertise of PHHE.
PHHE has taken a significant step towards enhancing health emergency preparedness and response in the WHO European Region through the launch of the Pan-European Network for Disease Control (NDC).
This initiative was born out of one of the key recommendations put forth in September 2021 by the Pan-European Commission on Health and Sustainable Development convened by the WHO Regional Director for Europe. Acknowledged as a priority initiative by the 29th Standing Committee of the Regional Committee for Europe in March 2022, NDC is a network of networks that holds a crucial position in facilitating collaboration, knowledge sharing and the establishment of common standards for disease control in the Region. The core mission of NDC is to strengthen the preparedness of the WHO European Region by proactively identifying and mitigating potential risks before they escalate into regional or global threats. This is partly done by the work executed through the 3 working groups of the NDC: access to countermeasures, emergency coordination and collaborative surveillance.
The NDC Secretariat, hosted by the PHHE in Istanbul is leading the work on implementing the annual work plans of the 3 working groups.
Under the overall guidance of the Head of the PHHE and direct supervision of the technical officer managing the NDC Secretariat, the UN Volunteer will be responsible for and will perform duties among the following*, in accordance with WHO policy and procedures:
- The specific tasks and focus of activities will be agreed upon based on the experience and expertise of the UNV. Expertise or experience across the 3 working groups is not expected, but a successful candidate should be able to demonstrate experience or strong interest in at least one area of specialization mentioned above.
Supporting Access to Countermeasures Working Group • Contribute to the rapid desk review and the development of data collection tools (questionnaires, surveys, systematic reviews, any quantitative analysis, if found relevant) for investigative mapping exercise of mechanisms for procurement and scalability of medical countermeasures in the region • Support survey dissemination and other data collection activities and follow ups, as needed • Synthesize and analyse the collected data, culminating in a draft report including recommendations and a proposed action plan • Conduct consultations with Network members and key stakeholders to get feedback on the drafts and finalise the report(s) • Support the development of the working group strategy, in alignment with the WHO I-MCM-Net strategic framework • Support the contextualization or development of any tools or guidances, as required.

Supporting Emergency coordination Working Group
• Contribute to the rapid desk reviews and the development data collection tools (questionnaires, surveys, systematic reviews, any quantitative analysis, if found relevant) for
o investigative mapping exercise of mechanisms and networks for emergency preparedness and response, stratified by geographical coverage and thematic area, and identify gaps, to be captured in follow on activities;
o existing experiences, case studies, reports and best practices related to inter-country dialogue and information sharing regarding public health recommendations in emergencies.
• Support survey dissemination and other data collection activities and follow ups, as needed
• Synthesize and analyse the collected data, culminating in a draft report including recommendations and a proposed action plan
• Conduct consultations with Network members and key stakeholders to get feedback on the drafts and finalise the report(s)
• Draft training and orientation materials to support the use of deliverables and reports by the countries and stakeholders.

Supporting Collaborative Surveillance Working Group • Building on the work conducted in the working group so far, support the development of the flexible business plans and strategies for effective financing for collaborative surveillance in the countries of the region • Conduct consultations with Network members and key stakeholders to get feedback on the drafts and finalise the documents
Supporting the NDC Secretariat • Support the NDC Secretariat with organizing meetings, workshops and events, and conduct related follow ups, as needed • Support ongoing recruitment of additional members to the NDC and maintain database of stakeholder data as well as, identification for external stakeholders involved across the 3 working groups • Support monitoring and evaluation of the activities of the Secretariat and the working groups • Support the development, maintenance and update of the sharepoint and other relevant online platforms, as required • Develop or update slides and power point presentations as required • Performs other duties as required.

at the national and/or international level in emergency coordination or access to countermeasures or collaborative surveillance or humanitarian health response, or other relevant programmes; experience with legal rules of procurement and supply chain management or health regulations related to medical countermeasures, risk communication during emergencies or emergency response during disasters is an asset, as is experience working in the UN or other international development organization; • Experience in conducting mapping exercises, quantitative and qualitative analyses, desk reviews; • Experience in facilitation and moderation for meetings and/or consensus building; • Experience in operational and action planning, recommendations and SOP development; • Experience in writing, presenting results; • Excellent oral and written skills; excellent drafting, formulation, reporting skills; • Accuracy and professionalism in document production and editing; • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development; • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel; • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment; • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines; • Sound security awareness; • Have affinity with or interest in Humanitarian Health Response, Health Emergency Coordination/Preparedness and Response volunteerism as a mechanism for durable development, and the UN System.

The Summary of UN Volunteer Entitlement (National Specialist): Paid in Turkish Lira
• Current Monthly Living Allowance (MLA) is USD 1,360 (Disbursing in Turkish Lira) • Private insurance: Health, dental, life and dismemberment coverage by CIGNA As per UN’s diplomatic mission status, it is not included in National Security Institution’s (SGK) system but can be only initiated on private basis. • Entry allowance (one-time): USD 400 • Exit allowance: USD 113 per month upon the satisfactory completion of assignment • Annual leave: 2.5 days accrued per calendar month. Uncertified sick leave: 7 days for 12 months • Free access to different learning platforms and UN & UNV network

The purpose of the allowances and entitlements paid to UN Volunteers is to enable UN Volunteers to sustain a secure standard of living at the duty stations in line with United Nations standards without incurring personal costs.
