Project Finance Manager (f/m/d)

In Bonn, Berlin, or remotely within Germany | as soon as possible

In Full – or Part-time (32-40 h/week) | 2 Years

BACKGROUND

Founded in 1933 at the request of Albert Einstein, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster. In 2016, IRC Germany was founded and is involved in the areas of education, economic well-being, safety, legal protection, and empowerment throughout Germany.

The Project Finance Manager - Germany contributes to the effective financial planning, monitoring, oversight, and control of projects funded through IRC DE and implemented by IRC’s country offices and non-IRC partners. This Position works closely with members of the finance teams in Germany and across IRC’s Country Offices (COs), as well as with Regional Grants Advisors and Assistants, Programme Development Advisors, and Compliance Advisors, specializing on ECHO and German statutory donors’ financial requirements. No direct reports.

Major Responsibilities

- Conduct critical reviews and quality control of Project proposals’ budgets (incl. financial annexes), Project budget realignments, Project cost modifications, Project financial reports. - Support the submission of timely, accurate, and complete proposal budgets, budget modifications, and financial reports to donors, including ECHO and German statutory donors, by reviewing and approving all related financial documentation. - Support the management of award budgets, cash flows, donor funding, etc., and carry out the allocation of overheads (i.e., indirect costs) - Monitor the receipt of funds from donors and their allocation, communicating proactively its availability to project partners. - Review award-connected payment requests from COs and partners, prepare a pack of documents for payments, and conduct timely cash flow reviews of the grant’s portfolio. - Support the fiscal year-end and statutory audit processes to ensure that transactions reported are consistent with awards’ financial reports. - Conduct monitoring visits to country offices when required. Review financial terms of grant implementation agreements (GIAs), partnership agreements (PAs), and pre-award letters (PALs), as well as the corresponding amendments. - Prepare and review sample transactions of partners for pre-audit checks and/or monitoring visits. - donors’ requirements, including --but not limited to grant compliance, planning & budgeting, year-end closing, funds carried forward, accounting, and reporting. - Prepare all necessary accounting records for the awards’ portfolio.

Your Profile

- Bachelor's degree in accounting, business management, or similar. - Excellent financial, analytical, and IT skills (Word, Outlook, Excel). - A minimum of 2 years experience as a finance professional with ECHO/EC/German government-funded grants or grants funded by similar donors. - Familiarity with the aid system and understanding of donor and governmental requirements. - Excellent communication and problem-solving skills. - Ability to operate in a cross-cultural environment requiring flexibility. - A dynamic individual with a demonstrated ability to achieve results in a demanding and fast-paced environment. - Able to multitask and work to tight deadlines. - Detail-oriented and able to work independently. - You have English language skills at C1 Level according to Common European Framework of Reference for Languages (CERF)
