The United Nations Office on Drugs and Crime (UNODC) is a global leader in the fight against drugs, crime, terrorism, and corruption. It is a lead provider of specialized assistance to Governments and operates through an extensive network of Field Offices. The UNODC Regional Office for Southern Africa (ROSAF) works in all areas of UNODC mandate.

The technical assistance provided in Angola by UNODC includes the development of specialist institutional capacities, training, appropriate legislation, and international cooperation to stop illicit financial flows and to deny criminals to benefit from the proceeds of organized crime, in line with international standards and good practices.

With funding from the European Union, UNODC is strengthening the capacities of relevant national authorities through legislative as well as technical assistance to criminal justice and law enforcement institutions, including through the promotion of regional cooperation. UNODC supports Angola on three inter-linked areas: 1. Strengthening the national asset forfeiture system and supporting its implementation. 2. Enhancing Angola’s ability to effectively counter illicit financial flows and money laundering. 3. Enhancing the capacity of law enforcement and justice professionals, including investigators, prosecutors and the judiciary, working on illicit financial flows in Angola.

Under the direct supervision of the Adviser in Angola and the overall guidance of the Regional Representative for Southern Africa, the incumbent, will perform the following substantive duties: • Provide financial and administrative support to the Project PRO.REACT. • Develops annual project expenditure plan. • Provides support to the Adviser in the development of annual budgets and other financial matters. • Effects payments ensuring accuracy of entries, linked to specific pledges and the project logframe. • Provides assistance in issuing of financial documents, handles daily operations in terms of preparing the payment orders, and other relevant forms related to the project, while ensuring compliance with and UN procedures. • Reconciles Creditors’ accounts and follow up on outstanding invoices related to the project. • Assist in planning, developing and managing all procurement processes and contractual aspects of projects related to procurement of diverse services and commodities, or for a variety of goods and services of a general nature, taking into account local economic and other conditions. • Compile and present procurement data; prepare all relevant supporting documents and recommend approval of the contract or purchase order; and, in cases where the amount exceeds authorized signature authority, prepare submissions to the Contracts Committee for review and subsequent approval by the authorized official. • Provide support to the preparation and implementation of procurement according to the rules of the United Nations Secretariat. • Prepare a variety of procurement-related documents, contracts, communications, guidelines, instructions, etc • Perform other duties as required.

accounting, clerical work or project administration and project finances or related areas is required. • Advanced competence on MS Excel is highly recommended, and ability to operate calculator, computer and other office equipment is required. • Excellent oral and written skills in English and Portuguese is required. • Previous experience working in the UN or other international development organization is desirable. • Experience in financial administration for projects implementation is an advantage. • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel. • Self-motivated, ability to work with minimum supervision and ability to work with tight deadlines. • Solid overall computer literacy, including proficiency in various Microsoft Office applications (Excel, Word, among others), email, and internet; familiarity with database management; and office technology equipment.

The contract lasts for the period indicated above with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment. Travel to duty station (if applicable) and a Settling-In-Grant will be provided in the event the duty station is not within commuting distance from the place of recruitment. The applicable Volunteer Living Allowance is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents), as well as final repatriation (if applicable) and resettlement allowance for satisfactory service.

UN Volunteers should be provided equal duty of care as extended to all host entity personnel. Host entity support to the UN Volunteer includes, but is not limited to: • Introductory briefings about the organisation and office-related context including security, emergency procedures, good cultural practice and orientation to the local environment; • Support with arrival administration and official processes; • Structured guidance, mentoring and coaching by a supervisor including a clear workplan and performance appraisal; • Access to office space, equipment, IT support and any other systems and tools required to complete the objectives of the assignment including a host entity email address; • Access to shared host entity corporate knowledge, training and learning; • Any necessary security measures, ensuring that UN Volunteers are covered by the United Nations Security Management System (UNSMS) in line with the UNDSS Security Policy Manual; • Leave management; • DSA for official travel, when applicable; • All changes in the Description of Assignment occurring between recruitment and arrival or during the assignment need to be formalized with the United Nations Volunteer Programme. • Investigate misconduct: sharing reports with the UNV;
