Background

UNCDF makes public and private finance work for the poor in the world’s 47 least developed countries. With its capital mandate and instruments, UNCDF offers “last mile” finance models that unlock public and private resources, especially at the domestic level, to reduce poverty and support local economic development.

UNCDF’s financing models work through two channels: financial inclusion that expands the opportunities for individuals, households, and small businesses to participate in the local economy, providing them with the tools they need to climb out of poverty and manage their financial lives.

Started in 2017 to expand the scope of its programmatic agenda to go beyond digital finance. Through the “Leaving none behind in the digital era” strategy, UNCDF is supporting, through its digital finance interventions, the emergence of inclusive digital economies. The strategy recognizes that reaching the full potential of digital financial inclusion in support of the SDGs aligns with the vision of promoting digital economies for the following reasons:

  • The value of DFS is not obvious, especially to poor and vulnerable populations, as it is not closely linked to their ability to respond to their specific constraints and needs around agriculture, education, health, energy and other key aspects of their daily lives.
  • New innovative services should be developed to address these unmet needs. Innovation will not come from traditional providers but mainly from a range of new players (entrepreneurs, start-ups in various sectors, and digital platforms).

The legacy of UNCDF intervention programmes was built through a range of country/regional programmes and global thematic initiatives, which has established a very strong reputation for UNCDF vis-à-vis donors and peers. Under the overall guidance and direct supervision of the Regional Manager for Inclusive Digital Economies (IDE), the Project Associate is expected to provide programme and administrative support services ensuring high quality, accuracy and consistency of work.

Duties and Responsibilities

Support the team’s donors management, workplan development and implementation, resource management as well as support the team’s advisory service in Asia focusing on the achievement of the following results;

  • Smooth development of projects’ workplan in all levels of activities in close collaboration with team members as well as Country offices, this includes activities and budget planning at both country and regional levels as well as projection of programme delivery;
  • Ensure efficient workplan implementation by monitoring of project’s budget utilisation, expenditures monitoring and tracking, budget revisions, expenditures correction, and other such necessary functions requiring regular use of ATLAS with close collaboration with country teams;
  • Efficient preparation and facilitation of events and workshops by supporting the team in agenda development, identification of participants and leading the team in logistics management;
  • Effective implementation and monitoring of IDE Asia projects’ workplan especially at key milestone of activities and ensure efficient production of progress reports and financial report based on the raw data from ATLAS system.
  • Efficient and smooth collaboration and effective communications with UNCDF country team, IDE regional team and HQ.

Ensure the team’s smooth operations management by providing effective and efficient support in administration and financial management, procurement process, Human Resource management, protocol process, travel arrangements, registry and IT support focusing on the achievement of the following results;

  • Ensure that all activities are undertaken in full compliance with UNCDF and UNDP rules, regulations and policies.
  • Smooth administrative process for team members’ official obligations in official financial payments, official travel arrangements, good and service procurements including consultants’ contracts process, payments for consultants and venders, official HR-related activities, office workspace and equipment, UNLP, working visa and stay permit in close collaboration with UNDP BRH Management Support Services teams namely Finance, HR, Procurement, IT, Administrative Unit using ATLAS and other related online applications;
  • Well-Updated Procurement plan for IDE Asia team;
  • Other relevant tasks as requested by IDE Asia team.

Institutional Arrangement

  • She/ He will work under direct supervision of the Regional Manager for Inclusive Digital Economies (IDE).

Required Skills and Experience

Education:

  • Secondary Education.
  • Bachelor’s degree in Development Studies, Social Science, Public Administration or other related fields would be desirable but it is not a requirement.

Experience:

  • Minimum of 6 years (with secondary education) or 3 years (with Bachelor’s degree) of progressively responsible experience in programme/projectsupport, administration and financial management
  • Knowledge of UNCDF and UNDP’s policies, procedures and practice including familiarity of ATLAS operational system is an asset;
  • Ability to work as a part of a team, sharing information and coordinating efforts within the team;
  • Full computer literacy in Microsoft Office programmes i.e. MS-Word, MS-Excel and MS-Power Point. Website management experience is an asset.

Language Requirement:

  • Proficiency in both Thai and English with advanced command of speaking and writing. Working knowledge of other UN official language is an asset.
