- Conduct user-satisfaction surveys online, analyze the feedback, and post results on the website.
- Work and liaise with hosting agency's IT team to create new profiles and solve access technical problems.

This JR is raised to hire a consultant for the Working Group on Common Treasury Services as per the ToRs below:
The highly visible and important UN – HLCM project (Harmonization of Common Treasury Practices) was initiated in early 2009 when the HLCM approved the project with a Feasibility Study, and thereafter the Finance and Budget Network (FBN) established the Working Group on Common Treasury Services (WGCTS) with its members (32 currently) and tasked it with setting up a web‐based knowledge sharing tool and conducting a feasibility study for a harmonized approach to treasury services within the UN system. This has included the on-going goals of harnessing collaborative opportunities among the members, which are periodically monitored by the Finance and Budget Network who ultimately report to the United Nations High Level Committee on Management (HLCM). This WGCTS’ web-based platform is named “Treasury Community of Practice (TCOP)” and requires to be designed and maintained with the latest technology tools for content management and sharing information. The WGCTS as defined in their TOR will require the co-ordination and organizational reporting for the specific projects, the dedicated consultancy resource to be knowledgeable in managing specialized networks of professionals, communications and knowledge management.
To note: IFAD was hosting the WGCTS and its consultants since 2009 and from 2022 UNHCR was requested to take over the hosting and management of the working group’s budget, and hosting the two consultants working on the WGCTS. UNHCR Treasurer being co-chair of the WGCTS.
Description of duties:
• Establish and maintain resourceful and user-friendly working relations with the 38 member entities totaling 123 registered users to ensure maximized and beneficial knowledge-sharing, information collection and dissemination as well as assisting them in managing and attaining their objectives in the various treasury harmonization areas: responsible investment, digital payments & hubs, financial ecosystems, banking, cash-based transfers, compliance, forex, etc. as well as management and coordination of additional projects and surveys as and when needed, such as ASHI, Compliance, UNORE, etc. • Coordinate and provide ad-hoc support to the co-chairing agencies (UNHQ & UNHCR), WG focal points, WGCTS members, Treasury Department Staff of the FNB network, CEB and UNICC staff involved by reviewing contributions to ensure uniformity of site content. • Promote and support members continued and timely active participation and contributions; manage Expressions of Interest received to join the network and guiding them closely through the Membership Procedure until its completion once proper endorsement has been completed. • Keep knowledge-sharing platform updated, rich and attractive; collection, organisation and upload of agendas, minutes and key documents from all relevant meetings of the Working Group for Common Treasury Services (WGCTS) members. • Design the agencies’ surveys online, ensuring their timely launching, efficient promotion and dissemination, data collection and sharing of results. • Ensures that the confidentiality and all other clauses of the Code of Conduct are properly followed providing guidance throughout the implementation of all projects and processes. • Carry out research, prepare analysis, statements and progress reports as well as cooperate in the monitoring, analysis and management of the information gathered. • Coordinate and assist and the enhancement of Treasury Community of Practice website to support the project into its next implementation phase in the areas: banking services and foreign currency as specified by the project implementation teams. • Assist the members with the timely publication and posting of all project-related documentation. • Assist the members of the Project Implementation teams (lead and co-leading agencies, active members and observers) with posting, notification and distribution of all communications to include timelines, project action plans, and status reports. • Liaise and work closely with the host agencies of the annual face-to-face meeting in all stages: logistics, documentation, IT, posting in the platforms and notifying of all the pertinent documentation and instructions. • Creation and management of online collaborative forms to optimize efficiency in gathering member's feedback. • Continue with the implementation of a sound and effective internal communications strategy to promote and obtain active & high participation, collaboration and utilization of the website and its features by all members. In this process, foster the partnerships and the “ownership” of the platform by all members. • Periodically design, manage and conduct a user-satisfaction surveys online, analyze the feedback, post the results on the website, inform the users & identify lessons learned & way forward. • Work and liaise with hosting agency's UNICC IT team to create new profiles and solve access technical problems of users or anything relevant to the online main website; develop appropriate web solutions with advice from UNICC. • Responsible of the creation of the Treasury Discussion Forum as well as its continued knowledge management and technical handling of documentation and its timely and strategic dissemination. Also responsible of publishing the posts from the member agencies in a proper and user-friendly format, as well as ensuring high participation, feedback & collaboration on a timely matter.
