Overview

Support project implementation on anti-corruption measures for effective governance.

You have:

  • Minimum 5 years of relevant experience in working with or supporting, preferably government institutions, in the areas of administration or procurement.
  • Experience in IT-related work, including the use and management of digital systems, data analysis and reporting, and supporting system users, would be an added advantage.
  • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development.
  • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel.
  • Solid overall computer literacy, including proficiency in various Microsoft Office applications (Excel, Word, among others), email, and internet; familiarity with database management; and office technology equipment.
  • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines.
  • Desirable: valid national driver's license and proven ability to drive manual gear 4x4 over rough terrain.
  • Sound security awareness.
  • Have affinity with or interest in development-related work, volunteerism as a mechanism for durable development, and the UN system.

UNDP in Sri Lanka’s Flagship Portfolio on SDG16 – Peace, Justice and Strong Institutions provides an integrated framework of support on Inclusive Governance. It innerves across four over-arching strategic pillars; Pillar 01: Voice and Representation Pillar 02: Rights and Justice Pillar 03: Strong and Efficient Institutions Pillar 04: Social Cohesion

With the funding support of the Government of Japan, UNDP is implementing the project titled “Promoting Prosecution of Corrupt Practices through the Establishment of Anti-Corruption Mechanism”. Building on prior JSB-supported interventions, this project adopts a comprehensive, whole-of-society approach to effectively implement the 2025–2029 National Anti-Corruption Action Plan (NACAP).

Under the previous JSB project, with the technical support from the UNDP, the Electronic Procurement Monitoring System (e-PMS) was developed in 2025 by the National Procurement Commission (NPC), which and is now operational. All government institutions have uploaded their annual procurement plans into the system. The NPC is responsible for monitoring these plans and providing guidance to ensure they are accurately captured, fully functional, and effectively utilized within the platform.

In this context, UNDP is providing interim support to the NPC to oversee the uploading of procurement plans, identify and address implementation challenges, monitor progress, and facilitate coordination with government institutions. This support will continue until the required cadre positions within the NPC are fully established by December 2026, ensuring that the system operates in a sustainable and self-reliant manner.

Under the direct supervision of the Project Manager – Anti-Corruption, and with overall guidance and monitoring at the NPC, the UN Volunteer will be based at the NPC and will be responsible for the following:

• Monitoring and analyzing the implementation and utilization of the e‑PMS by government institutions, ensuring compliance with relevant procurement guidelines. • Liaising with government institutions, under the guidance of the NPC, to address and resolve issues identified through system monitoring and reporting. • Facilitating coordination and providing necessary support between the NPC and respective government institutions, as required. • Supporting the development and enhancement of e‑modules based on updated procurement guidelines.

Throughout the assignment, the UN Volunteer will work in close consultation with the senior management of the NPC to ensure technical accuracy, institutional coherence, and practical relevance of all deliverables.

Colombo is located in the Western Province of Sri Lanka and is the commercial capital of the country. Colombo is located on the west coast of the island and adjacent to the administrative capital, Sri Jayawardenepura, Kotte. The climate is temperate all throughout the year, but humidity is usually high. From March to April the temperature averages around 31 degrees Celsius (88 degrees Fahrenheit). The only major change in the Colombo weather occurs during the monsoon seasons from May to August and October to January when heavy rainfall occurs. As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials.

The support provided by the UN Volunteer supporting UNDP in Sri Lanka is a Special Programme Initiative (SPI) by UNV. SPIs respond to volunteer-specific needs of the United Nations system and donor entities. They are established by specific policy documents that address the desired programmatic aims and broader SDG outcomes in line with UNV guiding principles. UN Volunteers for this SPI in Sri Lanka are governed by the particular conditions set out in their offers and contracts.

In addition to the specific requirements set out above, candidates for these volunteer assignments will be subject to background checks, confirmation and clearance provided by the United Nations Department for Safety and Security (UNDSS).
