ORGANIZATIONAL CONTEXT

Since 2013, WFP has worked in a technical advisory role to the Government of Tunisia. More recently, WFP has started scoping out a similar role in Morocco. WFP aims to enhance nationally- owned social protection programmes, particularly school feeding. The Tunisia Country Strategy (CSP) 2022-25 was approved by the WFP Executive Board in November 2021. During 2022, WFP will also work to review whether there will be a new CSP for Morocco during the next UNSCDF cycle 2023-2027. This role will support the Country Director for Tunisia (who is also OIC for WFP Morocco) to manage a moderately complex portfolio of activities in Tunisia and Morocco, contributing to and overseeing programme focal points in emergency preparedness and response, school feeding, nutrition and social protection and through Vulnerability Analysis and Mapping (VAM), monitoring and evaluation (M&E) activities and gender analysis. The post-holder will also support technical support to national capacity building, both in terms of Government policy formulation and programme implementation.

JOB PURPOSE

Support the development and implementation of WFP Tunisia Country Strategy 2022 to 2025, which aims to help the Government of Tunisia address food security and nutrition needs in line with the UNSCDF. Reporting to the country director, this role will oversee the programme activities in Tunisia and Morocco Country Offices (CO) programme activities, their strategic direction, design and management to effectively address food security and nutrition needs in line with the Country Strategic Plans (CSP).

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Lead the programme team in Tunisia to implement technical support to the Government of Tunisia, mobilizing additional expertise as required to implement the WFP Country Strategy.
  2. Ensure effective supervisory management of the WFP programme team for Tunisia and Morocco.
  3. Monitor and evaluate the effectiveness of WFP's programme delivery across the portfolio.
  4. Lead on reporting of results and management of resources for programme implementation.
  5. Develop and strengthen effective partnerships with Government, UN and other external actors.
  6. Incorporate gender perspectives in all areas of work, to ensure equal participation of women and men.
  7. Contribute to resource mobilization efforts and track expenditure in close coordination with relevant colleagues.
  8. Act as OIC for WFP Tunisia and /or Morocco in the absence of the CD Tunisia - supporting him or her to plan and implement the CO work plan, including risk mitigation actions and audit and compliance recommendations.
  9. Perform other duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/ or trainings/ courses.

Language: Fluency (level C) in English and French is required.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

  • At least 10 years of relevant international experience in development and/or humanitarian work.
  • Leadership of a related project area, including managing a diverse international team and overseeing delivery of complex programmes, notably VAM, M&E, nutrition.
  • Working with national government agencies and international development donors.
  • WFP policy and programme exposure and broad understanding of food security issues in MENA region.
  • Familiarity with WFP Country Office systems and processes or equivalent level of experience.

Strategic Policy Engagement w/ Government Demonstrates the ability to engage key stakeholders (e.g., WFP units, external partners) in policy dialogue to strengthen national government food and nutrition security strategies and programmes.
