BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

Under the Indonesia WFP Country Strategic Plan 2021 – 2025 (CSP) Programme the Consultant School-Based Programmes is responsible for advising the WFP Programme to improve nutrition and heathy diets of school age children.

The Consultant is responsible for providing support to policy development, including technical inputs to legislation on school nutrition and meal programs, and reviewing of existing policy and regulatory frameworks in support of the Government of Indonesia commitment towards improved nutrition for school – aged children, inclusive of Government led School Meals activities.

The Consultant will report directly to the Team Leader, under the overall guidance of Head of Strategic Objective 3. The Consultant is responsible for capacity strengthening of government institutions in policy development. In addition, the consultant will contribute to WFP Indonesia efforts to analyse insights from research studies and policies, as per it school based programmes and activities

In 2021, WFP Indonesia launched its Country Strategic Plan (CSP) 2021-2025, which is fully aligned with the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2021-2025 and the Government’s Medium-Term Development Plan (RPJMN) 2020-2024. Through this its CSP WFP engages in policy dialogue and provides technical assistance in partnership with and support of the Government of Indonesia. WFP Indonesia supports the Government to achieve its mid-term and long-term SDG targets with a focus on Food Security and Nutrition Analysis, Social Protection, Disaster Preparedness and Climate Change Adaptation, and addressing malnutrition through healthy diets, and food systems transformation.

The programme portfolio under the Consultant here contributes directly to the achievement of CSP Strategic Objective 3, namely, “By 2025 populations at risk of multiple forms of malnutrition benefit from increased national capacity to design and implement programmes that enhance access to and promote positive behaviours on healthy diets and prevent stunting and other nutritional deficiencies”.

ACCOUNTABILITIES/RESPONSIBILITIES:

  1. Responsible for policy analysis to understand the school nutrition, meals and feeding policy landscape and identify opportunities for strengthening legislation on school nutrition, meals and feeding.
  2. Research and analyze a range of policy and operational issues as part of WFP’s engagement with the Government related to large scale School Nutrition and Meal policies, and School Nutrition through the School-Based Health Programme (UKS) and Social Protection Schemes.
  3. In collaboration with government counterparts, policy drafting or updating provide guidance on key considerations for inclusion in national school nutrition, feeding, meal policy or other related policies (food security, nutrition, agriculture, social protection etc.).
  4. Provide strategic input and actively engage in national level policy and advocacy dialogue to enhance policies to improve nutrition of school-aged children.
  5. Provide technical assistance to government counterparts and other partners to enhance capacity to policies, standards, legislation, and regulations.
  6. Participate in national coordination mechanisms to contribute to enhanced policy dialogue and capacity for improved nutrition of school aged children.
  7. Support drafting of policy briefs related to school-based programmes.

EDUCATION****:

  • Doctorate and/or equivalent experience with emphasis in public policy, nutrition, school nutrition, human nutrition, and community nutrition, or other field relevant to international development and nutrition.

EXPERIENCE:

  • At least 10 years of experience on the following disciplines: public policy, health, food and nutrition, nutrition policy, school nutrition, micronutrients, food fortification, as well as related fields experiences in working closely with partners in UN/international organizations and the Government of Indonesia.
  • Experience with design of policies, operational guidance, assessment, research and analysis, mapping of policies and regulations.
  • Demonstrated experience in engaging and influencing policy dialogue.

KNOWLEDGE & SKILLS REQUIRED:

  • Extensive knowledge of food and nutrition policy and programme, clinical nutrition, food and nutrition planning management, food fortification, school nutrition, feeding programmes, policy development methods, and advocacy.

LANGUAGES Fluency (level C) in English and Bahasa language.
