Org. Setting and Reporting

The position is located in the Programme Office in Haiti (POHTI), with duty station in Port-au-Prince, operating under the Regional Office for Central America and the Caribbean (ROPAN) located in Panama City, Panama, United Nations Office on Drugs and Crime (UNODC). The incumbent will work under the overall supervision of the UNODC Representative of ROPAN and the substantive guidance of the Crime Prevention and Criminal Justice Officer (Team Leader, Technical Cooperation), Human Trafficking and Migrant Smuggling Section (HTMSS). S/he will receive substantive and policy guidance from the Chief, HTMSS/OCB/DTA. For more information on UNODC visit www.unodc.org.

Responsibilities

Within delegated authority, under substantive and policy guidance of the Chief, HTMSS/OCB/DTA, the Programme Officer (Trafficking in Persons and Smuggling of Migrants) is primarily responsible for managing, coordinating and implementing anti-human trafficking and migrant smuggling technical cooperation projects and activities in Haiti (including technical expertise and practical day-to-day support to relevant bodies, entities and authorities). The incumbent will be responsible for the following duties: • Promote the work of UNODC against human trafficking and migrant smuggling within the overall framework of the Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children and the Protocol against the Smuggling of Migrants by Land, Sea and Air, both supplementing the United Nations Convention against Transnational Organized Crime (UNTOC). • Manage and implement technical assistance projects under UNODC’s Global Programme “UNODC Action against trafficking in persons and the smuggling of migraines” in Haiti, to strengthen the capacity of the Haitian National Police (PNH), and particularly POLIFRONT (mandated to counter cross-border trafficking in persons and smuggling of migrants), to address the activity of criminal groups engaging in trafficking in persons, smuggling of migrants and other forms of organized crime. • Work with project partners and beneficiaries, e.g. the PNH, and POLIFRONT, the Public Prosecutor´s Office, investigative judges and other members of the judiciary, private sector, as well as judges and investigators from other jurisdictions, to design, implement and evaluate assigned activities in Haiti in the context of project TURQUESA – Countering Migrant Smuggling and Human Trafficking through Effective Investigations and Prosecutions in the Americas; monitor and analyze specific aspects of programme/project development and implementation; review relevant documents and reports; identify problems and issues to be addressed and recommend corrective actions; liaise with relevant parties; identify and track follow-up actions. • Facilitate and provide training and other capacity-building assistance for criminal justice actors in Haiti, including the development of related technical materials; participate in the design and facilitation of interregional, regional and national training activities for criminal justice practitioners related to trafficking in persons and smuggling of migrants; prepare and provide input to standardized training materials. • Assist in coordinating, monitoring and analysing project implementation, arrange for project delivery and procurement in line with UN rules and regulations; Support activities related to procurement of materials and equipment under the project (receipt of procured items and coordination with counterparts in view of their shipment and dispatching); participate in the evaluation of assigned projects; review relevant documents and reports; identify, review and analyse problems and issues to be addressed and propose corrective actions. • Prepare various written outputs, e.g. draft background papers, analyses, sections of reports and studies, inputs to publications, regular and ad hoc reports, studies etc; provide substantive support to consultative and other meetings, conferences, etc., including proposing agenda topics, identifying participants, preparing documents and presentations, etc. • Upon request and where relevant, provide technical advice and inputs in the work of the UN Country Team as it relates to the implementation of technical cooperation projects and activities on trafficking in persons and the smuggling of migrants under his/her responsibility. • Support the visibility of UNODC’s work against trafficking in persons and the smuggling of migrants in Haiti and the broader region. • Participate in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. • Ensure that operations, finance management, procurements, logistics, liaison and communication activities assigned to the programme are conducted according to UNODC standards and procedures and in coordination, where relevant, with other UNODC thematic teams and programmes based in Haiti or the region. • Collect and analyse data to identify trends or patterns of human trafficking and migrant smuggling and provide insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting. • Perform other work-related duties as required.

Education

Advanced university degree (Master’s degree or equivalent) in criminal justice, criminology, law, human rights, political science, management political science, management, international relations or related fields, is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in project or programme management, administration or related area at national and international levels is required. Proven experience in the design and delivery of technical assistance projects and on the development of technical assistance tools on transnational organized crime is required. Demonstrated experience in dealing with combating trafficking in persons or smuggling of migrants, or other roles concerning the response to trafficking in persons and/or smuggling of migrants is desirable. Work experience in international development cooperation is desirable. Experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position, fluency in English and French is required. Knowledge of another United Nations official language is an advantage.
