Org. Setting and Reporting

This position is located in the Regional Office for the Andean Regional and the South Cone (ROCOL), with duty station in Bogotá (Colombia), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC). The Programme Officer (PROJUST Area, Safety and Emerging Crimes) will work under the overall guidance of the UNODC Representative and the direct supervision of the Programme Coordinator of the Crime Prevention and Justice Programme (PROJUST).

Responsibilities

The focus of this job is to analyze political, social and economic trends and to provide substantive support to the formulation, management and evaluation of programme activities within the Pillar of Public Safety and Emerging Crimes of PROJUST, ensuring that they are properly implemented as well as guaranteeing UNODC´s core principles of transparency, efficiency and quality in general. Within limits of assigned authority, the Programme Officer (PROJUST Area, Safety and Emerging Crimes) will perform the following specific duties:

• Provide expert input and advise to and monitor the implementation of activities and their effectiveness, i.e. the project strategy, management arrangements, deliverables, etc. • Coordinate the managing of human and financial resources of the programme, ensure effective utilization, supervision and development of staff. • Measure the effect of the activities that have been undertaken, and their progress towards achieving the project purpose and monitoring progress towards impact. • Provide support to the evaluation of programme effectiveness, benchmark results and manage knowledge management for continuous improvement of the cooperation projects and the impact in the region in consultation with the donors. • Identify learning and training opportunities for staff and partners in relation to crime prevention, safety and emerging crimes. • Manage programmatic/administrative tasks necessary for the functioning of the Pillar or area programme/projects when required, and teams, including preparation of budgets, performance parameters and indicators, policy and operational objectives, budget and programme performance reports, preparation of inputs for results-based budgeting, etc.; ensure preparation of related documents/reports (work programme, programme budget, etc.) in a timely and efficient manner in consultation and under the coordination and leadership of the regional Programme Coordinator and the Office of the Representative of ROCOL. • Contribute to the development of a resource mobilization strategy and build partnerships that promote long-term involvement and financial, in-kind support and resources by donors, public and private sector donors to support the Pillar or area when required. • Provide substantive support to the design and management of the strategic planning of the Pillar or area when required to develop innovative strategies for crime prevention, investigation and prosecution of safety related and emerging crimes. • Contribute to the development of systems for monitoring, follow-up and evaluation of projects to increase the impact of programmes. Keep abreast of best practices and new policies in the Pillar themes. • Support, organize and participate in advocacy meetings, round-tables, training workshops and other meetings. • Liaise on substantive issues with counterparts, both in the city of Bogota and in the suboffices, and with officials of other organizations and specialized agencies trough the region under the scope of ROCOL. • Perform other work-related duties, as required.

Has knowledge of the relevant mandates of the United Nations Office on Drugs and Crime. Has very good knowledge on construction of public policies, judicial reform. Has knowledge of the country and its sub-regions, public budget and territorial planning regulations. Has knowledge of the country's internal armed conflict, as well as differential approaches to gender, ethnicity and disability. Has very good research and analytical skills. Is able to identify and contribute to the solution of problems/issues. Has knowledge of various research methodologies and sources, including electronic sources on the internet, intranet and other databases. Has good analytical, planning, and organizational skills. Education

An advanced university degree (Master’s degree or equivalent) in social science, law, criminology and/or victimology or related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five (5) years of relevant professional experience at the national or international level in project or programme management, administration or related area is required.

Work experience in the design, monitoring and evaluation of citizen security or justice projects is desirable.

Work experience in a multicultural and multidisciplinary environment is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in Spanish and English is required. Knowledge of another United Nations official language is an advantage.
