And we never give up.

For every child, a Champion

The purpose of this job is to provide overall support across the Programme Coordination team’s strategy, which is “Connecting the Field with the Private Sector”. UNICEF is a large and decentralized organization, with a complex structure of HQ, Regional Offices, Country Offices, and National Committees. The dialogue between all of these parties is critical to successful partnerships, but the ways in which they are currently achieved could be streamlined and more strategic. This post would support the three pillars of strategy on content, capacity building, and systems, focusing on content coordination across the team, institutionalizing flagship training initiatives for use across NatComs, Regional Offices, Country Offices, and PFP, and supporting programme visits. This work is critical to support the diverse set of stakeholders that the Programme Coordination Team supports – from programmatic experts to fundraisers and partnership colleagues across National Committees.

How can you make a difference?

The main tasks are to support the Programme Coordination Team to effectively and strategically engage the UNICEF programmes with the private and public sectors. The tasks will cut across all pillars of the Team’s strategy.

1. Content coordination

The Programme Coordination Team releases programmatic content – global and regional investment cases, proposals, and concept notes frequently (approximately every 10-14 days). This content is fully approved by technical specialists and senior management across Programme Group, DAPM, Regional Offices and Country Offices, as appropriate. It is critical to have a consistent content development process that includes specific steps for reviewing drafts and finalizing the content across team members. Given the decentralized nature of the team and volume of content being produced, there is a need for improved monitoring of this process and engagement with team members and certain points to ensure the highest quality documents are produced and released. At the outset, a standard monitoring process will need to be developed with the Chief of the Programme Coordination outlining the who, when, and how content is drafted, shared and finalized on the team and ensuring that the best practices are included in content. The monitoring process will involve a regular (weekly) touch point with each of the team members responsible for developing content to ensure the process is followed and reporting back at the weekly team meeting.

2. Institutionalizing programmatic training offerings

The Programme Coordination team hosts a flagship training called the Programme Masterclass as well as a number of other training opportunities. These have been developed since 2018 and hosted numerous times with various audiences/participants based on demand for topics or alignment with content being developed by the Team. The materials and content for the trainings have been well organized, however, there is a need to institutionalize the content and develop packages of materials that can be shared with National Committees, PFP, PPD, ROs, and COs. This will require a full review of the training materials available and the development of corresponding “how to” guides to facilitate each training to ensure it can be used without the need of the Programme Coordination Team. This activity is key for the sustainability of the Team’s strategy. This work will include mapping all of the programmatic trainings that the Team has developed, identifying the prioritized offering for institutionalizing in collaboration with the supervisor and in consultation with internal and NatCom needs, and creating packaged offering for wider sharing. Creating the packages of training will involve revising (if needed) session plans and content e.g. PPTs, one-pagers, drafting facilitator guides, and finalizing the package for release to the intended audience. Packages will be revised based on feedback.

3. Programme visit support

A new Procedure for Programme Visits has been drafted for use with National Committees, PFP, and Regional Offices/Country. This procedure outlines the types of visits, criteria for participant, financing of visits, and overall roles and responsibilities for hosting and receiving offices. To finalize and implement the new Procedure, multiple actions need to take place from a global consultation with National Committees and Country Offices to development of training materials with offices as part of the implementations and ongoing guidance on the Procedure. This role will support the finalization and implementation of the Procedure with support from the supervisor.

DELIVERABLES:

  • Effectively monitor the content on the team through agreed-upon KPIs with the supervisor and the wider team.
  • Develop a facilitator’s handbook for the Programme Masterclass and guidance on developing and hosting programmatic/thematic webinars.
