Org. Setting and Reporting

This position is located in the Strategic Workforce Planning Section, Strategic Talent Management Service, Global Strategy and Policy Division, Office of Human Resources. The Programme Officer reports to the Chief of Section. The Office of Human Resources (OHR) in the Department of Management Strategy, Policy and Compliance (DMSPC) will conduct a comprehensive, inclusive, and forward-looking review of responsibilities and requirements of jobs in the UN Secretariat as a pre-requisite for innovating and adapting ways of attracting, recruiting and nurturing talent, including young and diverse talent and to ensure that job profiles reflect updated and forward looking responsibilities and are fit for future capabilities and skills needed in the United Nations. The incumbent plans and manages the job analysis project, which results in creating and updating Generic Job Profiles (GJPs) to ensure diverse talent needed now and in the foreseeable future is attracted and in driving usage of GJPs in the talent management processes. Leads communications with stakeholders to ensure key task and deliverables are accomplished and milestones are met. Manages a risk assessment plan and risk mitigation strategy.

Responsibilities

Within delegated authority, the Programme Officer will be responsible for the following duties: • Leads special human resources project to conduct a comprehensive, inclusive, strategic and forward looking job analysis; • Develops and implements an effective and forward-looking method for updating the Generic Job Profiles and the procedure for their continuous review to meet the evolving developments in the jobs across the Organization; • Plans, organize, manage and supervise the work of the project, including development and implementation of the project plan; • Manages the project team, including supervises and monitors the work of the junior human resources officers in undertaking the full range of project activities and provides guidance to the Subject Matter Experts (SMEs) and consultants on the substance, methodology, process and steps of the review and update of the Generic Job Profiles and an inclusive job analysis to attract the diverse talent currently needed and in the foreseeable future as well as the impact and usage for the talent management processes; • Manages the training of the project team and SMEs as well as the guidance document and check list of the parameters and elements that they should consider to ensure the quality of the work; • Provides daily, weekly and monthly progress reports and conducts various meetings with documented minutes; • Implements the project schedule; manages project resources; • Provides project management guidance, including project templates for plans, meeting minutes, etc.; • Oversees the day-to-day management of the project, conflict resolution, and risk mitigation; • Communicates regularly with designated focal points in the Secretariat to ensure key task and deliverables are accomplished and milestones are met; • Reviews and approves regular communication drafted for the project; • Develops a risk assessment plan and risk mitigation strategy and ensures that risk mitigations are being managed and communicated to leaders; • Collects and analyzes data to identify trends or patterns and provides insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Provide supports to GSPD leadership to ensure appropriate dialogue with stakeholders regarding the program and policy guidance; • Keeps abreast of developments in various areas of job analysis, diversity and inclusion. • Performs other duties as required.

Education

Advanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, social sciences, education or related field is required. A first-level university degree (Bachelor's degree or equivalent) in combination with two additional years of relevant work experience may be accepted in lieu of an advanced university degree.

Job - Specific Qualification

Certification in globally recognized project management methodology, such as Prince2, PPM, PMP or similar is required.

Work Experience

A minimum of seven years of progressively responsible experience in project or programme management, administration or related area is required. Experience in project management is required. Experience in workforce planning is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
