Org. Setting and Reporting

The Programme Officer works in the Office of the Assistant Secretary-General for Rule of Law and Security Institutions (OROLSI) and reports to the Special Assistant to the Assistant Secretary-General OROLSI. Department of Peace Operations (DPO) provides political and executive direction to UN Peacekeeping operations around the world and maintains contact with the Security Council, troop and financial contributors, and parties to the conflict in the implementation of Security Council mandates. The Department works to integrate the efforts of UN, governmental and non-governmental entities in the context of peacekeeping operations. DPO also provides guidance and support on military, police, mine action and other relevant issues to other UN political and Peacebuilding missions .Office of Rule of Law and Security Institutions (OROLSI) was established in 2007 to strengthen the links and coordinate the Department's activities in the areas of police, justice and corrections, mine action and weapons/ammunition management, the disarmament, demobilization and reintegration of ex-combatants and security sector reform. https://peacekeeping.un.org/en/department-of-peacekeeping-operations).

Responsibilities

Under the general supervision of the Special Assistant to the ASG for Rule of Law and Security Institutions, the incumbent ensures an integrated and well-coordinated approach within the Office of Rule of Law and Security Institutions (OROLSI) on all matters related to Somalia, the Horn of Africa, the African Union, in close coordination with the joint regional divisions of the Department of Political and Peacebuilding Affairs (DPPA) and the Department of Peace Operations (DPO), the incumbent will be responsible for the following tasks: • Develops, implements and evaluates assigned projects, supports the delivery of coherent products from OROLSI components in UNSOM, provide assistance in planning, budgeting, research and analysis, strategic communication and coordination mechanisms. Ensure that related resource requirements are efficiently advocated and consulted with all relevant United Nations entities at UNHQ; • Provides effective integrated support and backstopping to UNSOM Rule of Law and Security Institutions Group (ROLSIG) components in the areas of disarmament, demobilization and reintegration (DDR), security sector reform (SSR), justice, corrections, police, mine action, and maritime security, including on issues related to resource mobilization and reporting; • Coordinates policy development, including the review and analysis of issues and trends, and mission-specific technical guidance, preparation of evaluations or other research activities and studies; • Researches, analyses and presents information gathered from diverse sources for senior officials at HQs and in the field and advise United Nations Principals on strategic issues, providing recommendations for appropriate action • Develops, implements and evaluates assigned programmes/projects; monitors and analyses programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties stakeholders; ensures follow-up actions; • Organizes and prepares written outputs, eg draft background papers, analysis, sections of reports and studies; • Provides substantive backstopping to consultative and other meetings, conferences, etc Represent OROLSI and DPO, as appropriate, in internal and external meetings, inter-departmental/agency working groups, conferences and training; • Provides regular analysis and updates on issues related to rule of law and security institutions in Somalia and contribute to the monitoring and analyzing of operational, political and other national, regional and international developments and activities; identifies and brings to the attention of senior management relevant issues with recommendations for appropriate follow up actions; • Leads and/or participates in large, complex strategic assessment missions, as necessary; • Coordinates the drafting of OROLSI inputs to relevant official documents, briefing notes, press releases, statements and information requests (verbal and written) related to Somalia; ensures consultations and adequate reflection of inputs from a wide range of interlocutors and collect advice and inputs from all; • Performs other duties as required

Education

Advanced university degree (Masters or equivalent), preferably in political science, international relations, law, human rights, public administration or related fields. A first level university degree, together with two additional years of qualifying experience, may be accepted in lieu of an advance degree.

Work Experience

A minimum of seven years of progressively responsible experience in international affairs, law, disarmament, security, development management, conflict resolution or related area is required. Two years of experience related to peace operations or political affairs in an international organization is required. Work experience in the Horn of Africa or on issues pertaining to Somalia is desirable. Work experience in one or more areas related to Rule of Law areas of work is desirable. One year or more of experience in a peace operation or other relevant field operation is desirable. Strategic planning and co-ordination experience is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required. Knowledge of another official United Nations language is an advantage.
