The WHO 13th General Programme of Work 2019 -2025 (GPW 13) aims at reaching 3 billion more people between 2019 and 2025 with a focus on three major strategic priorities i.e. 1 billion more people benefiting from universal health coverage (UHC), 1 billion more people better protected from health emergencies and 1 billion more people enjoying better health and well-being. Within this context and in furtherance of the EM Regional Director’s Vision 2020-2023, Health for All by All, the WHO Eastern Mediterranean region has embarked on a transformation process to fundamentally reposition, reconfigure and re-capacitate the regional operating model, such that its normative and technical work is of an even higher quality and more sharply focused on and translating directly into a measurable difference in people’s health at country level.

The Country Cooperation and Collaboration unit (CCU) is located in the office of the Chef de Cabinet (CDC). It promotes and contributes to the Organization’s wider efforts to strengthen WHO’s country focus and achieve the organizational objective of responding better to country needs. The programme ensures the development, use and monitoring of high-quality country cooperation strategies that address not only national and health development priorities but also the regional and global mandates and agreements to which countries have committed. It analyses data on the political, technical, managerial and administrative aspects of WHO’s country operations, provides strategic information to foster integrated country focused technical cooperation, contributes to efficient and effective country presence and supports the collaboration with United Nations agencies, and the United Nations Development Assistance Framework (UNSDCF). It promotes the involvement of WHO country offices and the countries themselves in the essential functions of the Organization. It contributes to assessment of the Organization’s performance at country level, highlights and shares country and sub-regional achievements and lessons learnt and promotes cooperation among countries for health development.

Within the delegated authority and under the supervision of Country Collaboration and Cooperation Programme Officer or his/her designated mandated representative(s), the UN Volunteer Programme Officer will:

1- Development, implementation and evaluation of Country Cooperation Strategies (CCSs)

• Assist in the work related to the Country Cooperation Strategies (CCSs) by supporting CCS development/Updating, implementation and evaluation activities in the countries; • Update the CCS monitoring tools and maintain CCS data base and repository of relevant documents to monitor status of CCSs and prepare a time bound schedule for midterm and final evaluations, reviews and updates; • Support CCS Peer Support Group (PSG) work among country offices and the regional office network; • Support development of adapted CCS guidelines, templates, educational materials and M&E tools as well as relevant plans, briefings, updates, and reports when required; • Provide input towards the integration of gender, equity and human rights (GER) in the CCSs based on the conceptual frameworks and the organization mainstreaming focus; • Support activities to strengthening the work on United Nations Sustainable Development Cooperation Framework (UNSDCF).

2- Integrated Country Functional Review (ICFR) approach & implementation supported:

• Support the implantation of Country Functional Reviews (CFRs) through assisting the development of required guidance, concept notes, templates, tools and plans; • Collect data from WHO Country Offices (WCOs) and RO units including data entry, data cleaning and follow up with WCO focal points for implementation of recommendations and regular updates on CFR Reports; • Update relevant dashboards to track CFR implementation modalities including modular updates, streamlining with mission to reflect implementation status and support analysis identify bottlenecks for necessary action; • Support development of mission calendar and country specific repositories of documents including but not limited to CFR baseline reports: mission reports and CCSs; • Support preparation of briefs and presentations to CFR Implementation Committee & Cabinet Meetings.

3- Engagement with 1 UN Reform and capacity building initiatives related to developing leadership, health diplomacy and 1 UN reform including UNSDCFs

• Support development of guidelines/templates for review of I UN engagement by WCOs to distil lessons learnt and inform further alignment in liaison with relevant departments at RO and HQ.
• Provide coordination with relevant stakeholders and technical support for organizing various initiatives and activities such as townhall meetings, seminars, retreats, workshops and other events (meeting logistics and arrangements, preparing agendas, speaking points, appealing presentations and other background material). • Monitor and regularly report on the work plan implementation and on its progress and results; • Support all CCU meetings at global, regional and country level particularly with preparing background and visibility material and logistics; • Assist in providing reporting or visibility products to internal stakeholders, Member States or the public (background briefings, attractive presentations, speaking points, infographics and other relevant materials); • Any other related tasks as may be required or assigned by the supervisor.

Results/expected outputs: • Regional collaboration and development of CCSs and implementation of CFRs enhanced; • Innovative and newer methods of improved outreach across country offices regarding CCU activities; • Providing guidance and expertise on strategizing implementation of CCU activities and particularly activities related to CCSs.
