Org. Setting and Reporting The United Nations Human Settlements Programme, UN-Habitat, is the United Nations agency for Human Settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. The position is located in the Planning, Finance & Economy Section of the Urban Practices Branch (UPB) with the Global Solutions Division in Bangkok.

The Global Solutions Division (GSD) is responsible for providing programmatic direction for UN-Habitat and is responsible and accountable for the programmatic delivery of the Strategic Plan. The Division leads the tools and methodology production and the integration of the various substantive competencies towards effective delivery of the Strategic Plan and the mandate of UN-Habitat. It provides substantive training to staff members and supports capacity development of Member States and partners.

The Urban Practices Branch (UPB) is the tools and methodology production and skills centre of the UN-Habitat, that develops normative guidance and cutting-edge tools through communities of urban practice. It provides technical and policy advice approaches and methodologies to MCOs/CO, government and partners and mainstreams them throughout the programme portfolio. It also ensures that the cross-cutting area of safety and the social inclusion issues of human rights; gender; children, youth and older persons; and disability are developed and mainstreamed across the Agency.

The Planning, Finance & Economy Section aims to develop, document, pilot/test and disseminate planning policies, norms, standards, tools, methodologies, regulatory frameworks, operating procedures and practices at global, regional, national and sub-national levels in support of (a) urban and territorial planning at all scales including urban design and public space design; (b) urban finance (municipal finance and urban development/projects finance); and (c) local economic development.

The Urban Planning and Design Lab (Urban Lab) of UN-Habitat is an initiative to promptly respond to the requests of national and local governments to support sustainable urban development. The Urban Lab is the integrative facility of the Agency where innovative processes and partnerships are translated into tangible and transformative solutions to complex urban challenges. The Urban Lab acts as a neutral broker, managing knowledge in complex stakeholder settings to resolve multi-sectoral, multi-scalar and multi-stakeholder challenges, by offering a multi-disciplinary team capturing the necessary thematic areas. In this context, the Urban Lab applies an integrated approach to systemic and strategic planning to deliver transformative change for sustainable urbanization and to achieve the 2030 Agenda for Sustainable Development and the New Urban Agenda.

The Global Future Cities Programme (GFCP) is one of the programmes the Urban Lab currently is undertaking. The GFCP, under the UK Foreign and Commonwealth’s Prosperity Fund, (UK FCO) aims to deliver targeted interventions in 19 cities across 10 countries to encourage sustainable development, increase prosperity whilst alleviating high levels of urban poverty. The programme will also create significant short and long-term business opportunities in growing markets forecast to be regional growth hubs. In addition, the programme will make a significant contribution to achieving the Sustainable Development Goals (SDG) and implementation of the New Urban Agenda (NUA).

The position reports to the head of the Urban Planning and Design Lab.

The focus of the job is to lead the implementation, monitoring and evaluation of programmes, operations and other activities in an assigned functional area.

Responsibilities Within delegated authority, the Programme Officer will be responsible for the following duties

•Participates in the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.

•Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing recommendations the client will use to manage the change.

•Researches, analyzes and presents information gathered from diverse sources.

•Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.

•Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.

•Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.

•Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. •Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.

•Participates in or lead field missions in close collaboration with UN-Habitat’s regional and country offices and by informing the Resident Coordinator’s office, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.

•Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).

•Coordinates the UK Prosperity Global Future Cities Programme’s components for the six (6) countries in the South East Asia Region (SEA), including liaison and coordination with UN-Habitat’s Regional and country offices; coordination of reviews of Theory of Change and Logical Frameworks, support delivery of capacity building component and collaboration with Implementing Partner, overall coordination of programme delivery and outreach activities in the SEA Region, including workshops, liaison with local governments and implementing partners.

•Develops, implements and evaluates the Urban Lab, Planning, Finance and Economy Section and Bangkok Office portfolio, through project proposals, concept notes and by building partnerships with relevant knowledge and implementing partners

•Performs other duties as required

Education Advanced university degree (Master’s degree or equivalent) in Architecture or Urban Planning or related field is required. A first-level university degree in combination with (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of progressively responsible experience in urban development, planning and design with direct proven experience in management of programmes and projects is required Work experience in South East Asia is desirable. Experience with the United Nations System or similar international organizations is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
