Org. Setting and Reporting

The United Nations Global Service Centre (UNGSC) provides critical Supply Chain, Geospatial, Information and Telecommunications Technologies services and Training to all Secretariat Entities, Peacekeeping and Special Political Missions, Agencies, Funds and Programmes of the UN system worldwide. This position is located in the United Nations Global Service Centre, Brindisi, Italy within the Innovation & Infrastructure Support Team, Supply Chain Service. This position reports directly to the Chief Supply Chain Service.

Responsibilities

Within delegated authority, the Programme Management Officer will be responsible for the following duties:

  1. Planning • Performs consulting assignments, in collaboration with the client, by aligning the team’s structure, portfolio of services, workplan, and cost recovery mechanisms with the Office of Supply Chain Management’s strategy on Category Management and assists in deconflicting overlaps and unclear task distribution amongst teams and stakeholders; aligns the engineering and infrastructure capacity at the Global Service Center and propose an enhanced client-focused support approach for all categories under the management of the team. • Researches, analyzes and presents information gathered from diverse sources, to perform a thorough evaluation of the Innovation and Infrastructure Support (IIS) Team, including an examination of the structure, processes, and skills gap analysis of individual teams. Identify strengths and weaknesses in relation to organizational goals and the team’s capacity to fulfill a wide array of client needs. • Coordinates policy development, including the review and analysis of issues and trends, preparation of impact evaluation or equivalent studies, etc.; coordinates with senior management and other Service sections and teams to ensure the IIS teams allign to wider strategic objectives of implementing category strategies, and a potential expansion of service provision to a wider client portfolio. • Generates template reports and other engineering-related information, progress and, quality, cost or schedule variances reports, in alignment with the needs of the different teams; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.

  2. Implementation • Develops, implements and evaluates Operations Level Agreements with all internal stakeholders including input, process, and output metrics, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions. • Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities; coordinates with relevant teams for an outreach campaign towards new and potential clients within and outside the UN Organization. • Provides leadership, guidance and support to the teams to facilitate the change process and adoption of new procedures, IT platforms, and/or processes.

  3. Administration • Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.; develops a process for tracking incoming client requests aligned to customer service management and cost recovery; ensures that all the team’s substantive and enabling services are captured, mapped, documented and resourced; ensures the process and the relevant IT platform/solution is configured to both track and manage internal resource allocation, facilitating management oversight, cost recovery and reporting. • Provides substantive backstopping to consultative and other meetings, conferences, etc., including proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). • Collects and analyzes data to identify trends or patterns and provides insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Performs other related duties.

Education

Advance university degree (Master’s degree or equivalent) in Architecture, Engineering, Business Administration, Management or related fields is required. A first level university degree with an additional of two years of relevant experience may be accepted in lieu of the advanced university degree.

Job - Specific Qualification

SCOR-P certification is desirable.

Certification in Project/Programme Management methodology by an accredited body (e.g. PMP, PGMP, PRINCE 2 Practitioner level Project Management certification or equivalent is desirable.

Certified Supply Chain Professional (CSCP), CIPS or equivalent is desirable.

Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable

Work Experience

A minimum of seven (7) years of progressively responsible experience in project or programme management in the field of supply chain management is required.

Experience in developing and executing projects for external clients is required.

Experience in developing process standards, SOPs, and operational guidance is required.

Experience in resource mobilization and cost recovery models is desirable.

Experience in client outreach and customer relationship management is desirable.

Experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English, (both oral and written) is required.
