Background Information - Myanmar

Myanmar is one of UNOPS’ leading offices in Asia, acting as fund manager for three of the largest development programmes in the country, namely the Access to Health, the Livelihood and Food Security Fund (LIFT) and the Joint Peace Fund (JPF). In addition, UNOPS is Principal Recipient for the Global Fund in Myanmar and for the Global Fund’s regional artemisinin-resistance initiative targeting drug resistant malaria in the greater Mekong sub-region. UNOPS also provides procurement, infrastructure and project management services to a wide range of organizations in the country, including the Government of Myanmar, international development partners, other UN agencies, NGOs and INGOs. UNOPS plays a critical role in ensuring that the quality of services provided to its partners meets stringent requirements of speed, efficiency and cost effectiveness

Background Information - Job-specific

In partnership with the Government of Myanmar and other partners, the Access to Health Fund strengthens the national health system at all levels, extending access for poor and vulnerable populations to quality health services. The Access to Health Fund has a particular focus on improving health equity in Myanmar, with emphasis on the hardest-to-reach and most vulnerable populations, many in conflict-affected areas. Focus areas of the Fund include maternal, newborn and child health, combating HIV and AIDS, tuberculosis and malaria, and health system strengthening to deliver sustainable, efficient and responsive healthcare across Myanmar. The Fund is aligned to the Ministry of Health and Sports priorities and National Health Plan, which is aimed towards universal health coverage by 2030.

In 2021, as part of its Corporate Social Responsibility (CSR) commitment, Takeda, a new private donor provides a dedicated fund to Access to Health with the similar vision of reaching essential health services to marginalized and vulnerable populations in conflict affected and hard-to-reach areas and for health system improvement in Shan State. The Takeda Project aims to sustainably improve the health and well-being of people in Shan by working on three pillars: infrastructure and equipment (assets), people, and health systems strengthening.

The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Functional Responsibilities

Under the direct supervision of the Programme Manager (Takeda), the Programme Management Associate will carry out the following duties and responsibilities:

Stakeholder Engagement and Coordination

● Map and regularly update key stakeholders including donors, implementing partners, MoHS and other government departments, and Ethnic Health Organizations

● Ensure smooth and effective communication with key stakeholders - including other fund management teams - using appropriate channels

● Interact with colleagues, clients, partners and in the Takeda to exchange vital information on operational issues related to the programme as the case may be and seek cooperation to resolve routine operational issues and process problems and refer complex issues to supervisor with recommendation of course of action

● Arrange and facilitate meetings and workshops with different stakeholders

● Arrange and facilitate donors’ and auditor/ evaluator’s visits

Involvement in Grant Management

● Assist in the administration and monitoring of all aspects of Takeda project implementation, including data, budget and management

● Expedite the process of grant making and budget revision exercises with implementing partners in accordance with UNOPS’s policy and guidelines

● Assist in monitoring expenditures, verify relevance and accuracy of requests, check completeness of documentation and availability of funding

● Inform the supervisor of budget status, facilitate the fund flow and actively communicate and/ or follow up with concerned parties

Assisting Takeda Program Work, Monitoring and Reporting

● Assist the program manager in tracking the progress of the Takeda Project in three pillars and alert if there are foreseeable obstacles that may impede the implementation

● Assist in collecting and verifying program-related data and information from relevant stakeholders to inform decision making

● Act as the focal person to archive all the necessary documents related to the Takeda project for easy retrieval when needed

● Involve in reviewing annual and mid-year reports from implementing partners

● Involve in preparation and ensure timely reporting to donors along with different functional units

● Assist and participate in field visits to the project sites, including the related logistics and administrative matters as necessary

  • Perform any other tasks as may be requested by the Program Manager

Education/Experience/Language requirements

Education - Secondary Education is required. - Bachelor's Degree in Health, Public Administration, Business Administration, Project Management, or related field is an asset.

Experience - Six years of relevant experience in programme or project support related fields is required. - Knowledge of UN rules and regulations, government directory, NGOs, UN agencies and embassies would be an asset. - Experience with G Suite is asset. - Previous successful involvement with, and a good knowledge of the development and humanitarian sector/working with UN, Donors, or NGOs is an advantage;

Language Requirements

  • Fluency in English and Myanmar language is required.
