This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

UNDP supports strategic capacity development initiatives to promote inclusive growth and sustainable human development. Together with national, regional, and local authorities, civil societies, private sector, UNDP strives to support Angola in its efforts to eliminate poverty, develop people’s capacity, achieve equitable results, sustain the environment, and advance democratic governance. UNDP is in line with 2030 Agenda and the Sustainable Development Goals (SDGs), to achieve national strategic capacity development. The NDP 2022-2027 reaffirmed the country´s commitment to the 2030 Agenda for Sustainable Development and the SDGs, in addition to defining the diversification of the country´s economy as the top priority to end the country´s dependence on oil, reduce its vulnerability to external shocks, increase national production and commerce at the regional, continental, and international levels, create jobs especially for the youth and reduce extreme poverty. As the UN´s specialized agency focused on poverty reduction and support the energy transition and implementing robust mitigation actions against climate change and promote the sustainable development as well as being the steward of the SDG country platforms, UNDP has the mandate to support Angola in its efforts not to “fall back” and to deliver more effectively on its development agenda.

Within the delegated authority and under the supervision of Head of Unit or his/her designated mandated representative(s), the UNV Program Finance Assistant will:

• Full compliance with UN/UNDP rules, regulations, and policies of financial activities, financial recording/reporting system and follow-up on audit recommendations; implementation of effective internal controls, proper functioning of a client-oriented financial resources management system. • CO Finance business processes mapping and elaboration of the content of internal Standard Operating Procedures in Finance in consultation with office management. • Elaboration of proposals and implementation of cost saving and reduction strategies in consultations with office management. • Adherence to the core values of the UN (ethics and integrity) in all transactions. • The Programme Finance Assistant will support the SDG Project implementation and provide inputs to project implementation processes. Task description such as procurement, recruitment, travel and payments, initiate implementation of actions and follow ups, and provide administrative support such as management of project assets and supplies. • The Programme Finance Assistant will also work in close collaboration with the Head of Unit, Programme Associate and CO finance and operations units to ensure smooth and timely management of inputs. • Ensure timely implementation of a results-based management and accountability approach.
• Support oversight and quality assurance. Prepare briefing notes on relevant issues as required. • Draft and/or types of correspondence, notes, documents, reports, prepares required contracts, keeps the necessary flow of correspondence. • Review project implementation and expenditure using Quantum; Prepare requests for payments, reports on expenses, budget revision and other required supporting documentation for all financial transactions; records these transactions accordingly. • Support review of financial reports submitted by Implementing partners, review vouchers/receipts and prepare supporting documents for recording expenditure in Quantum. Coordinate with consultants/implementing partners on submission of deliverables, review and submit supporting documents for payment. • Provide logistical support and prepares background materials for use in workshops, seminars, training sessions, meetings, visiting missions, field trips, etc. • Assist in organizing meetings, workshops, conferences, and missions.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

accounting and finance. • Experience in office administrative tasks • Excellent oral and written skills; excellent drafting, formulation, reporting skills. • Accuracy and professionalism in document production and editing. • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development. • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel. • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment. • Have affinity with or interest in Environment, Renewable Energy and Climate Change, volunteerism as a mechanism for durable development, and the UN System.

The contract lasts for the period indicated above with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment. The applicable Volunteer Living Allowance is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents - except for UN Community Volunteers), as well as final repatriation (if applicable).
