Org. Setting and Reporting This position is located in the UNODC Regional Office for the Andean Region and the Southern Cone (ROCOL), with duty station in Quito, Ecuador, Regional Office for the Andean Region and the Southern Cone (ROCOL), Division for Operations (DO), United Nations Office on Drug and Crime (UNODC). The incumbent will work under the direct supervision of the Regional Representative of ROCOL, and the overall technical guidance of the Senior Crime Prevention and Criminal Justice Officer (Head of the Global Programme on Crimes that Affect the Environment), Border Management Branch (BMB), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC), in Vienna, Austria.

Responsibilities Within delegated authority, the Programme Coordinator (Head of POECU) will lead the implementation of the UNODC Global Programme on Crimes that Affect the Environment (CAE) in Latin America and the Caribbean (geographic coverage subject to change) and coordinate with other projects and teams in the region engaging in activities linked to Crimes that Affect the Environment. Coordinate with other Field Offices in the region, in particular, the Regional Office in Panama (ROPAN), the Country Office in the Federative Republic of Brazil (COFRB) and the Country Office in Mexico (COMEX). The incumbent may be requested to provide support to CAE activities in other regions. In addition, the Programme Coordinator will also act as Head of the Programme Office in Ecuador.

In full coherence with other projects/programmes implemented in the region, particularly those of the Border Management Branch (BMB), the Programme Coordinator (Head of POECU) will be responsible for the following specific tasks:

  • Lead coordination of global programme activities linked to Crimes that Affect the Environment in the Latin America and the Caribbean region, in consultation with ROCOL, ROPAN, COFRB and COMEX.
  • Lead the implementation of programme activities of the UNODC Global Programme on Crimes that Affect the Environment (CAE) in Latin America and the Caribbean by building partnerships, developing workplans and ensuring achievement of targets and programme results. Manage all actions related to maintaining the flow of information on project-and programme related activities on combatting crimes that affect the environment globally, as well as promoting coordination, synergies and linkages to other areas covered by experts at UNODC headquarters and in the region, in particular in the areas of criminal justice, border management, corruption and organized crime.
  • Ensure the development, preparation, coordination, and execution of country workplans and roadmaps of the programme, including setting priorities and establishing deadlines, standards and targets as well as manage financial tracking and monitoring in line with UNODC and donor requirements.
  • Deliver results, address bottlenecks and assure the financial delivery of the programme, evaluate the progress of ongoing programme activities in order to ensure timely, submission of quality project documents and revisions; manage timely and quality project-, programme-, financial-, administrative-, and institutional reporting in consultation with relevant team members and partners.
  • Provide substantive and strategic support to the programme development, identify further funding opportunities and develop quality proposals in consultation with ROCOL, ROPAN, COFRB and COMEX, as needed, and the Senior Programme Coordinator heading the Global Programme. Identify new issues and areas for programme development and draft programme concept notes and ideas and programme documents as required.
  • Work closely with ROCOL, ROPAN, COFRM, COMEX and the Border Management Branch (BMB) and other organizational entities of UNODC on the identification of funding needs, priorities and sources to ensure coherence and be part in the development of a comprehensive programmes for the region. Guide and lead the preparation of materials and participate in donor meetings and fund-raising missions and activities, as required.
  • Keep abreast of social, economic and political developments in the region; support policy development, including the review and analysis of issues and trends, preparations of evaluations or other relevant studies.
  • Undertake technical missions to assess needs, evaluate capabilities and elaborate recommendations or assistance proposals relating to serious and organized crime and criminal justice reform related to crimes that affect the environment.
  • Represent UNODC at international, regional and/or national meetings, seminars, etc. and provide expert advice in substantive and policy-related issues.
  • Advise UNODC senior management and Member States on the implementation of regional agreements establishing frameworks for regional cooperation against crimes that affect the environment.
  • Prepare briefing papers and presentations concerning the Programme’s work for the Executive Director, Senior Programme Coordinator heading the Global Programme, managers, donors and others as required.
  • Support South-South cooperation initiatives among Asia, Africa and Latin America, and other regional cooperation efforts.
  • Monitor and evaluate the performance of designated staff and provide regular feedback and guidance. Participate in the recruitment of and supervision of the work of project staff and consultants. Assess consultancy needs and prepare background work for hiring of consultants.
  • Collect and analyse data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.

Additionally, as Head of the Programme Office, the responsibilities will include: - Lead the dialogue with the national authorities, donors, civil society, and other relevant actors. - Supervise the implementation of the UNODC programme in Ecuador and ensure that all activities are on track and delivered in a proper way. - Lead the local programme office team and ensure the smooth running of the office including administrative, procurement, human resources and financial aspects. - Inform and brief the Regional Office for the Andean Countries and the Southern Cone (ROCOL) on local developments. - Perform other work-related duties as required.

    Education Advanced university (Master's degree or equivalent) in the fields of law, criminology, public administration, political science, international relations or related fields of criminal justice, crime prevention and/or law enforcement, is required.

A first-level university degree in similar fields, in combination with two additional years of qualifying experience, may be accepted in lieu of the advanced university degree.

Certification or other qualification in training design and delivery is an advantage.

Work Experience A minimum of seven years of relevant progressively responsible professional experience in the areas of law enforcement, organized crime, border management is required.

Several years in the afore-mentioned areas at the international level is required.

Work experience in project/programme management and coordination is required.

Work experience implementing projects in developing countries is required.

Work experience in technical assistance management methods and practical experience with the financial and administrative rules within the United Nations system or in a field environment is desirable.

Experience in donor relations and partnership building is desirable.

Experience in data analytics or related area is desirable.

Languages English and French are the working language of the United Nations Secretariat. For this position, fluency in English and Spanish are required. Knowledge of another United Nations official language is an advantage.
