Overview

Support the implementation of the Men and Women for Gender Equality programme.

You have:

  • Bachelor’s degree or equivalent in social sciences, human rights, gender/women’s studies, international development, business, Management, public administration, law or a related field is required.
  • A Master’s degree or equivalent is an asset.
  • At least 2 years of relevant work experience in development and implementation of programmes/projects, coordination and organization of seminars/workshops, communication, providing administrative and financial support.
  • Fluency in English, French and Arabic.
  • A prior experience working for UN agency.
  • Experience in working with women’s rights and/or gender equality programmes/projects is an asset.

Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace, and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors. Together, UN Women in Tunisia and Libya form a Cluster Office with joint management and operational team. In Libya, UN Women is currently focusing on the following Impact Areas: - Women lead, participate in and benefit equally from governance systems - A comprehensive and dynamic set of global norms, policies, and standards on gender equality and the empowerment of all women and girls is strengthened and implemented - Women and girls contribute and have greater influence in building sustainable peace and resilience, and benefit equally from the prevention of natural disasters and conflicts and from humanitarian action. In Tunisia, UN Women is currently focusing on four Impact Areas: - Women lead, participate in and benefit equally from governance systems; - Women have income security, decent work, and economic autonomy; - Women and girls contribute and have greater influence in building sustainable peace and resilience, and benefit equally from the prevention of natural disasters and conflicts and from humanitarian action; - A comprehensive and dynamic set of global norms, policies, and standards on gender equality and the empowerment of all women and girls is strengthened and implemented.

The programme associate will support the National programme coordinator in implementing a second phase of a regional programme, Men and Women for Gender Equality (2019-2022), which aims to create favorable realities where men and women in the Arab societies will be able to exercise their rights and opportunities equally. The countries of programme implementation are Egypt, Jordan, Lebanon, Tunisia, Morocco and Palestine. The programme is working toward the achievement of three outcomes: • Outcome 1: Communities have more gender-equitable behaviours; • Outcome 2: Key institutions (academia, faith-based institutions, media, Governments) and networks integrate/promote gender-responsive practices; • Outcome 3: Laws, policies and strategies promoting gender equality are drafted, revised and/or approved. Under direct supervision of MWGE Programme Coordinator, the Programme Associate will support the implementation of the programme’s activities in line with UN Women rules and regulations. S/he provides financial administrative and logistic support and works in close collaboration with the communication and operations team.

Duties and Responsibilities

  • Provide administrative and logistical support to the formulation and management of programme’s activities.
  • Provide administrative support in the preparation of programme’s work plans, budgets, and proposals on programme implementation arrangements, including tracking the delivery of funds;
  • Provide administrative support to the executing agencies / responsible parties on routine delivery and reporting of programme supported activities and finances;
  • Provide administrative support for the audit of programmes/ projects and support the implementation of audit recommendations;
  • Identify sources, and gather and compile data and information for the preparation of documents, guidelines, speeches, and position papers, in collaboration with the Programme team.

  • Provide administrative support to the financial management of the programme
  • Create projects in Atlas, prepare budget revisions, revise project awards and status; and determine unutilized funds and the operational and financial close of a project;
  • Provide administrative support in monitoring and preparation of budget and the finances of programmes/projects, and in the preparation of FACE forms;
  • Prepare non-PO vouchers for development projects;
  • Process payment for consultants, as delegated;
  • Create requisitions in Atlas for development projects; register good receipts in Atlas.
  • Undertake all logistical, administrative, and financial arrangements for the organization for meetings, workshops, events, and missions;
  • Support travel arrangements, including travel requisitions and claims;
  • Draft minutes in meetings, as delegated;
  • Assemble briefing materials and prepare power-point and other presentations, in collaboration with the Programme coordinator;
  • Organize and coordinate filing of documents; maintain mailing lists.
  • Provide administrative support to resource mobilization
  • Organize, compile, and process documentation and information from donors, and programme team as inputs to various databases and documents.
  • Facilitation of knowledge building and knowledge sharing
  • Provide administrative support to the organization of transversal activities the office.

* Consultant are expected to be equipped with all materials and equipment needed to perform their tasks for example laptop, software etc..

  • Regularly update the database of the program,
  • provide administrative and financial support for 5 activities,
  • A monthly progress report including : the Status of implementation of activities, status of program expenditures, status of communication actions

Education:

Experience:

  • Experience in working with women’s rights and/or gender equality programmes/projects is an asset;
  • Experience coordinating and liaising with government agencies, civil society organizations, private sector, and/or donors is an asset;

Language Requirements:

  • Fluency in English, French and Arabic

Evaluation Criteria:

Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.

  • Criteria Weight Technical: 70% (70 points)
  • Criteria 1: Education – 25% (25 points)
  • Criteria 2: Experience – 30% (30 points)
  • Criteria 3: Language – 15% (15 points)

Financial: Lowest Financial Proposal: 30% (30 points) The points for the Financial Proposal will be allocated as per the following formula: Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical); The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;

'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation..
