ABOUT WFP ALGERIA

Algeria has been hosting refugees from Western Sahara since 1975. These refugees are located camps in the harsh, isolated desert environment of western Algeria where opportunities for self-reliance are extremely limited, forcing them to rely on international humanitarian assistance for their survival.

Based on a request by the Government of Algeria in 1986, WFP assistance to the refugees from Western Sahara aims to address the refugees’ food security and nutritional needs. WFP’s Interim Country Strategic Plan (ICSP) is aligned with WFP’s 2017-2021 Strategic Plan, specifically Strategic Objective 1: “End hunger by protecting access to food.” and Strategic Objective 2 “Improve nutrition.” WFP implements four activities; (1) General Food Assistance, (2) school feeding, (3) nutrition support, and (4) complementary activities.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area: Planning, management, monitoring and evaluation of project and program, administration, international relations.

Experience: Minimum of 5 years of experience in planning, design and implementation of humanitarian and/or development programmes. Full knowledge of computer applications (MS Office - Word, Excel, Power Point)

Language: Fluency (level C) in English, French and Arabic language. Knowledge of Spanish is an added asset.

JOB PURPOSE & KEY ACCOUNTABILITIES (not all-inclusive)

Under the overall supervision of the Head Of Programme and the direct supervision of the Programme Officer CBT, the job holder will be primarily responsable for assisting the Programme Officer to design, implement, manage, monitor and report CBT related activities.

  1. Provide technical support and assist in the development and implementation of (Cash Based Transfer) CBT activities in alignment with WFP programme policies and guidelines.
  2. Prepare a range of CBT reports and data analysis (e.g. CBT assistance needs, resource utilization, programme status, performance) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control.
  3. Liaise with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.
  4. Coordinate and communicate with local partners, agencies, NGOs and government institutions to perform accurate food security analyses and to ensure efficient delivery of CBT assistance.
  5. Support the capacity building of WFP staff, cooperating partners and Local authorities to improve the implementation of CBT activities in Saharaoui refugees’ camps.
  6. Oversee and/or review the work of other support staff, providing practical advice and guidance, to contribute to delivering objectives to agreed standards and deadlines.
  7. Support the sub-office for reviewing the status of the operational plan and ongoing projects, and identify actions for improving the efficiency and effectiveness of the voucher programme .
  8. Participate in the meetings with local authorities to agree on strategy and modalities of intervention in camps under their supervision.
  9. Assist the Sub-office in conducting the monitoring of food prices at the market in order to advise on the readjustment of the transfer value.
  10. Participate in field visits to view project outputs and beneficiaries, in order to ensure that progress is made towards the achievement of the project objectives;
  11. Perform other related dutiens as required.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Strong understanding of the theory and application of food security, livelihood and safety net programmes.
  • Good experience in the design, implementation and evaluation of market-based assistance.
  • Good understanding of targeting, monitoring and evaluation techniques and their application.
  • Knowledge of major humanitarian, recovery and development challenges and issues, specifically strategies for poverty and hunger reduction.
  • Knowledge and understanding of UN’s role in Humanitarian Assistance context.
  • Good interpersonal skills, teamwork spirit and ability to work in multicultural settings.
  • A good understanding of WFP policies and programming requirements with a working knowledge of project finance, costing, budgeting and procurement.

TERMS AND CONDITIONS

  • Contract Type: Service Contract (SC), 12 months (renewable)

  • Remuneration: As per UN/SC salary scales
  • Duty station: Tindouf - Algeria
