ORGANIZATIONAL CONTEXT

Algeria has been hosting refugees from the Western Sahara since 1975. The refugees live in five camps – Awserd, Boujdour, Dakhla, Laayoun and Smara – near the town of Tindouf, 2,000 km southwest of Algiers. The Government of Algeria has granted special status to the Sahrawi authorities for the administration of the territory temporarily occupied by them. The Sahrawi authorities, based in Rabouni, are responsible for camps administration: a situation that is unique in the world.

WFP’s top priority is ensuring that the right people receive the assistance they are eligible for safely, in full and without interference, and has accordingly developed a Global Assurance Framework.

JOB PURPOSE

The Reassurance Project Lead will support the Country Office (CO) in the operationalization of its reassurance action plan to strengthen food assistance related activities, applying the standards and measures outlined in the aforementioned framework from the start of the assistance (needs assessment) through to the end of the distribution cycle and into the hands of the people we serve. This also includes partnering with the business to understand their needs and operating environment to transform business requirements into solutions. The Reassurance Project Lead will also be required to analyze new requirements and functionalities, coordinating, testing, and ensuring that the new features respond to the programmatic needs.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Working in partnership with the Country Office (CO) units, particularly Programme, but also when required with the Regional Bureau in Cairo (RBC) and the Rome Headquarters (HQ) teams Programme, TEC and Delivery Assurance Service (DAS), ensure that accountabilities; controls and risk mitigation actions for beneficiary identity and data management; data sharing and use; data analytics and reporting per corporate standards via appropriate tools and platforms, are deployed in the COs operations with the objective of meeting the CO assurance action plan requirements.
  • Contribute to WFP’s principles and normative guidance on a people-centred approach to delivering assistance in the design of the business processes, key controls, and business requirements for registration, enrolment, verification, and the delivery of CBT and in-kind assistance.
  • Lead the day-to-day execution of the CO Assurance Action Plan by offering support for WFP operations, encompassing activity design, implementation, monitoring, reporting, and budget management.
  • Establish and maintain effective and constant two-way communication with key stakeholders, including the CO, RBC and HQ, local authorities, partners, and beneficiaries.
  • Coordinate the budgeting, planning, and deployment of Digital Solution systems to support in-kind food distribution, as per the Reassurance Action Plan.
  • Work closely with cross-functional focal staff to ensure user experience and other key stakeholders’ feedback are used to enhance the platforms/systems and services are provided on the human-centred design approach.
  • Draft data sharing agreements between CO and partners including the digitization of beneficiary identity information and transitioning assistance to align with determined modality and mechanism criteria.
  • Engage WFP’s partners on agreed deliverables (formalized in contractual agreements) and facilitate the delivery of support where required.
  • Support CO in preparation for piloting digitized process for management of commodities and food distribution.

STANDARD MINIMUM QUALIFICATIONS

  • Bachelors’ degree in Economics, International Development, Computer Sciences, Social Sciences or other related field. Advanced University degree is desirable.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

A minimum of 5 years of experience in:

  • Implementing Identity Management/humanitarian beneficiary data management and/or expertise in automation including designing and implementing humanitarian in-kind or cash programmes involving registration, verification, or enrolment of beneficiaries.
  • Engaging and coordinating across a variety of stakeholders, including ability to influence stakeholders to improve accountabilities.

Languages

Fluency (level C) in English language - oral and written.
