Overview

Provide administrative assistance and support in routine services and activities within Programme.

You have:

  • At least 3 years of relevant job experience in Programme Management, Operation Management Cycle and related processes. Knowledge of Results Based-Management.
  • Computer skills (in MS office) including advanced Excel skills (pivot tables, data management, etc) with a bachelor’s degree.
  • Experience in the field of accounting/finance, auditing, project management, business analysis, quality assurance and/or risk management.
  • Excellent communication skills.
  • Good knowledge of United Nations financial rules and procedures.
  • Good understanding of accrual accounting (such as International Public Sector Accounting Standards- IPSAS or International Financial Reporting Standards - IFRS).
  • Working experience with Enterprise Resource Planning- ERP financial modules (such as PeopleSoft, Oracle or SAP).
  • Completion of UNHCR Learning Programmes or specific training relevant to function of the position including Programme Management – Level 1. E-tutoring of PM1, Framework for Implementing with Partners Learning Programme. Experience in programme management training and capacity building activities.

Since 2022, Brazil hosted more than 562,589 refugees, asylum-seekers, stateless persons and other persons needing international protection, most of them coming from Venezuela, Haiti and Cuba. UNHCR supports authorities in further expanding the progressive refugee public policies in place to ensure refugees’ effective access to rights and services. We work to promote their self-reliance and socio-economic inclusion and integration through their insertion into national programs. Brazil has always played a pioneering and leading role in the international protection of refugees. It was the first country in the Southern Cone to ratify the 1951 Convention Relating to the Status of Refugees in 1960. Refugees enjoy the protection of the Brazilian Government and can, therefore, obtain documents, work, study and exercise the same rights as any foreign citizen with regular status in the country. UNHCR is represented by the head office in Brasilia and field offices in São Paulo, Manaus, Boa Vista Belém and Pacaraima. We work in cooperation with Comitê Nacional para os Refugiados (CONARE) and in coordination with federal, state and municipal governments, as well as other government agencies, civil society organizations, the private sector and academia.

The Programme Assistant would normally receive guidance from more senior programme staff in the operation/ /division. The incumbent may receive indirect guidance from other sections and units relevant to the country/region programme(s). UNHCR Manual, Operations Plans, UN and UNHCR financial/budgetary rules and regulations will guide the work of the Program Assistant. S/he is expected to have contacts within the organization and outside the duty station, as well as with partners and other stakeholders to collect information, monitor programme activities and implement administrative requirements. The incumbent is expected to work in line with the multi-functional team (MFT) approach as defined within the Program Manual, ensuring the participation of relevant stakeholders in all phases of the Program Management Cycle

Within the framework of delegated authority and under the supervision of the Deputy Representative and/or his/her designated representative, the UN Volunteer will carry out the following tasks:

• Provide administrative assistance and support in routine services and activities within Programme thus better able to meet the needs of persons of concern. • Assist in organizing and documenting the selection of partners in accordance with the policy on selection and retention of partners, ensuring due diligence to meet the requirements of projects. • Provide support to ensure partnership agreements are established in a timely manner, regularly monitored and reported on, in compliance with established guidelines and procedures included in the framework for implementing with partners. • Guided by the multi-functional team MFT approach, support the development and implementation of monitoring plans for activities implemented through partnerships and those under direct implementation in line with Programme Manual and programming instructions. • Contribute to the review and analysis of operations plans, mid-year and year-end reports, ensuring quality assurance and compliance with established policies, guidelines, procedures and standards. Generate and maintain records of implementation rate (performance progress and expenditures) on a regular basis. • Assist in ensuring compliance with issuance of audit certificates for partners in line with the Policy on Risk-Based Project Audits. • Use UNHCR's Enterprise Resource Planning ERP system for core activities related to planning, budgeting, implementation and reporting, generating data for evidence-based programmatic decisions and analysis • Actively contribute to UNHCRs programming of community of practice and continuously contributing to improvements of programming tools and processes. • Perform other related duties as required.

Essential:

The assignment will be in Brasília, the Federal capital of Brazil and seat of government of the Federal District. Brasilia is a family duty station and classified A (hardship). The living conditions in Brasilia are good as well as the access to health services. The accommodation facilities are in general good, and the choice is wide.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging their own housing and other living essentials. National UN Volunteers are part of the malicious insurance plan.

United Nations Department of Safety and Security UNDSS Brazil advises to exercise a high degree of caution in Brazil due to high levels of serious and violent crime, particularly in major cities. Violent crime as muggings, armed robbery, kidnappings, and sexual assault, is very high. Avoid shanty towns (favelas) in the big cities and if you are attacked or robbed, do not resist. Demonstrations can occur at any time and may turn violent with little or no warning. All United Nations personnel must scrupulously comply with UNDSS procedures and recommendations during their assignment in Brazil. For missions in rural areas or indigenous reservations, special procedures may apply; UN personnel should consult with the local DSS office in advance. Brazil is security level 3 (moderate).
