Description of Organization: USAID’s Bureau for Policy, Planning and Learning (PPL), Office of Development Cooperation (PPL/DC) is a dynamic, fast-paced office that works to coordinate and strengthen USAID engagement with international partners, including bilateral donors, multilateral institutions and philanthropic organizations.

Duties and Responsibilities: The Senior Policy Advisor in the Bureau for Policy, Planning and Learning, Office of Development Cooperation (PPL/DC), is responsible for developing and implementing strategies, in coordination with Agency stakeholders, to improve USAID’s aid transparency and accountability. This will include improving the quality, timeliness, and use of published USAID foreign assistance budget data, as well as the capacity and skills of Agency staff and host country partners, to utilize available provider data in the development of country strategies and Agency programming. The Senior Policy Advisor will also provide guidance and support to USAID Missions; coordinate with the interagency and external stakeholders on issues related to aid transparency; represent the Agency at international events and meetings; and support the statutory requirements of the Foreign Aid Transparency and Accountability Act (FATAA) assigned to PPL/DC, including ensuring the protection of sensitive information before publication. The position reports to the Development Finance Team Lead in PPL/DC.

Qualifications:

  • Must be a US Citizen.
  • Must be able to obtain and maintain a Secret security clearance.
  • At least five years work experience focused specifically on aid transparency and accountability is preferred.
  • The successful candidate will possess the following knowledge, skills and abilities:
    • Knowledge of aid transparency and accountability legal frameworks, policies, approaches, standards, including the Foreign Aid Transparency and Accountability Act (FATAA).
    • Knowledge of Official Development Assistance (ODA) eligibility issues, governance and trends.
    • Knowledge of Total Official Support for Sustainable Development (TOSSD) statistical reporting framework.
  • Candidates must possess one (1) full year of specialized experience equivalent to the next lower grade level, FP-03. Specialized experience is defined as:
    • Experience and familiarity with the International Aid Transparency Initiative (IATI) and the Organisation for Economic Co-operation and Development (OECD) Creditor Reporting System (CRS)
    • Experience and familiarity with ForeignAssistance.gov.
    • Experience working with the aid transparency community (e.g., Publish What You Fund, IATI), including in a representative capacity.
    • Experience with USAID’s internal reporting and knowledge management systems, including Phoenix, GLAAS, the Development Experience Clearinghouse, etc.
