Agency: U.S. Agency for International Development (USAID) Organization: Bureau for Humanitarian Assistance, Office of Humanitarian Business and Management Operations (BHA/HBMO) Location of Position: Washington, DC Telework/Remote Eligibility: Routine telework. This position requires an in-office presence in Washington, DC three days a week. Description of Organization: The Bureau for Legislative and Public Affairs (LPA) is responsible for managing USAID's overall coordination of legislative and public affairs matters for the Agency. LPA serves as the central point of contact with Congress, the media, interested stakeholders from the international development community, and the American people regarding the Agency’s international development programs and policies. LPA’s Office of Legislative Affairs (LPA/LEG) maintains continuous and close liaison with Members of Congress, personal and committee staff to proactively inform them about USAID programs and policies, and to obtain their views on issues associated with USAID, which are then communicated to the Agency.

Duties and Responsibilities: The incumbent develops and recommends congressional outreach efforts to promote USAID’s mission, as appropriate. The incumbent must be prepared to respond adequately on issues of a general or policy nature requiring familiarity with the Administrator and the LPA Assistant Administrator's position with respect to these issues. Incumbent must exercise tact and discretion in all instances and particularly with respect to admitting insufficient knowledge and requesting time to obtain the facts and respond accordingly. As the Congressional Liaison Officer, you will:

  • Develop and recommend congressional outreach efforts to promote USAID’s mission, as appropriate;
  • Respond to congressional inquiries adequately on issues of a general or policy nature requiring familiarity with the Administrator and the LPA Assistant Administrator's position with respect to these issues; and
  • Attend hearings and prepare written reports identifying, analyzing, and summarizing key issues.

Specialized Experience: For the Program Officer (Congressional Advisor), FL-0343-02, you must possess one year of specialized experience at the FL-03 (GS-13) grade level or equivalent. Specialized experience is defined as:

  • Providing guidance, defending proposals, and engaging Congress on legislative initiatives;
  • Coordinating testimony, briefing materials, and written and/or oral communications relating to the development of legislative initiatives to Congress; and
  • Applying theories and principles of U.S. foreign policy as it relates to the legislative process.

Knowledge, Skills, and Abilities:

  • Ability to exercise tact and discretion in all interactions with Congressional staff and Members;
  • Ability to coordinate the preparation of testimony for Congressional hearings;
  • Knowledge of Congressional/Legislative position on issues impacting humanitarian assistance; and
  • Knowledge of established policies and procedures in the planning, coordination, and implementation of programs and activities for staff to ensure that congressional relations are properly understood and represented.

Conditions of Employment:

  • Must be a U.S. citizen;
  • Must be eligible to obtain and maintain a Secret security clearance; and
  • Must have a Bachelor’s Degree (BA or BS), Master’s Degree (MA), or Doctorate Degree with the following years of work experience: BA/BS: nine years of work experience; Master’s: seven years of work experience; or Doctorate: six years of work experience.
