ROLE: Project Manager, Urban Disaster Preparedness Project

LOCATION: Harare

Purpose of the Position:

To manage interventions under the ECHO funded “SAIO - Fostering Community Resilience in Southern Africa by Strengthening Urban Preparedness Systems” within Mozambique, Madagascar, Lesotho and Zimbabwe. The position leads the engagement with the project lead (WFP), and relevant stakeholders and ensures oversight of all WV-related interventions. The role will also engage and monitor the consultant for the development of harmonized cash protocols and the delivery of high-quality achievements along the project outcomes.

Major Responsibilities:

Project Management

  • Lead Lesotho based Project Coordinator in his/her day-to-day tasks in delivering project activities and stakeholder engagement
  • Oversee all aspects of the Urban Disaster Preparedness Project implementation including monitoring of work done by partners and service providers
  • Oversee and ensure high-quality and timely project implementation
  • Establish and track project progress through detailed weekly activity monitoring and reporting
  • Participate in program development and grant acquisition to mobilize additional resources for health and nutrition programming
  • Work with relevant internal and external stakeholders to build capacity and establish effective project implementation structures.
  • Visit project sites, understand needs and respond to queries for information from internal and external stakeholders as relevant.
  • Responsible for the accurate budgeting and monitoring of project expenditures every month.
  • Track expenditure incurred by the Urban Disaster Preparedness Project team and ensure project inputs are matched by the achievement of targets
  • Maintain program quality through compliance with ECHO, WFP, World Vision Germany and other international standards.
  • Identify and monitor risks, manage and escalate issues by timely informing the DRR & Food Assistance Manager and other resource persons accordingly
  • Manage the engagement of the Consultant through monitoring the implementations of the ToR, and continuous engagement to ensure clarity of tasks and requirements.

Stakeholder Management

  • Represent World Vision at UN/NGO/donor meetings, Cluster meetings, and technical working groups.
  • Ensure all project sites have sufficient donor visibility according to ECHO, WFP, and World Vision requirements
  • Develop and maintain networks with other NGOs, government departments, Urban Municipal Councils, Urban Stakeholders in Disaster Risk Management, churches, etc.
  • Develop/maintain relationships with Funding partners and Support Offices and provide regular updates.

Reporting

  • Report to WV Germany according to the Project Agreement and report to WFP along with MoU
  • Coordinate the development and dissemination of impact and evidence-based program documentation
  • Submit reports promptly meeting all reporting requirements.
  • Manage the coordination of project baselines, interim and final evaluations
  • Manage reports from various stakeholders
  • Present regular progress and impact reports at appropriate meetings.
  • Ensure all key documents are filed in a systematic manner

Training

  • In cooperation with WFP, Plan and conduct relationship building, awareness, coaching and trainings in Disaster Risk Reduction readiness for urban areas in Lesotho, Zimbabwe and Mozambique.
  • Provide ToT of urban Community-Based Disaster Risk Management of WVI and keep oversight of trainings conducted by trained Disaster Management Agency representatives.
  • Pilot “DRR Step by Step” guidance for sustainable functionality of Disaster Management Agencies in Lesotho, Zimbabwe and Mozambique.

MEAL

  • Supports the A, M & E Coordinator to undertake accountability to affected communities, ensure their participation, and access to program information and functional community feedback mechanisms including monitoring day-to-day activities, the development of the Indicator Tracking Table and supporting program evaluation.
  • Organise a post-implementation learning event in cooperation with WFP, ECHO, Government Stakeholders and WV Support Office.

Staff support

  • Mentor/ line manage and build the capacity of team staff to enhance the quality and timeliness of their duties and review performance.

  • Develop and conduct team building and team meetings regularly

Knowledge and Skills:

  • Degree in Disaster Risk Reduction, International Relations, Social Sciences, Development or related field
  • Master’s Degree preferred but not essential.
  • Min of 5 years’ experience in DRR project management, including proven track of regional project management, complex consortia and remote staffing management
  • In-depth knowledge in Disaster Risk Reduction Management and trainings, preferably with skills in CBDRM
  • Experience in engaging at the national and international level with government, donor stakeholders, and community set-ups in an urban environment
  • Skills in leading program implementation processes, negotiating contracts and representing recipient organizations and program interests and priorities in meetings and other settings
  • Demonstrable Programme and Managerial skills
  • Good understanding of donor regulations of WFP and ECHO
  • Having an NGO background, preferably international organizations likeminded to WV
  • Ability to complete tasks in a timely and cost-effective manner
  • High self-organizational/ coordination skills
  • Ability to manage complex consortia and processes
  • Strong strategic thinking skills
  • High flexibility and ability to work under timely pressure
  • Ability to pursue thoroughness and appropriate attention to detail
  • Excellent written, oral and relational skills
