Contract

This is a UNV International Expert contract. This kind of contract is known as International UN Volunteer. It is normally internationally recruited only. More about UNV International Expert contracts.

The incumbent is based in the World Food Programme (WFP) office in Brazzaville, Republic of Congo, and reports to a more senior procurement officer, the Deputy Country Director, or their representative. Operating with a high degree of autonomy, they provide guidance to less experienced staff to ensure efficiency in procurement services and compliance with WFP procedures.

Contribute to the development of procurement plans and processes, ensuring compliance with broader procurement policies and WFP standards.

· Support or manage procurement programs and operational activities (e.g., issuing tenders, evaluating bids, and negotiating/awarding contracts), following standard processes to ensure successful procurement of food and non-food items or services.

· Monitor and analyze data to formulate recommendations for process improvement.

· Collect data and contribute to the preparation of accurate and timely reports on procurement activities, aiding a comprehensive WFP overview, informed decision-making, and consistency of information presented to stakeholders, leading to performance optimization.

· Gather information and draft appropriate responses to recommendations to support procurement audit activities and ensure compliance with compliance rules.

· Work closely with internal counterparts and external partners, including suppliers, superintendents, companies, etc., to align procurement activities with broader programs and ensure a consistent approach to meeting food assistance needs.

· Support WFP staff training to foster a strategic and proactive approach to purchasing food and non-food products and services, such as by designing and reviewing training materials.

· Guide and supervise junior staff, acting as a reference point and assisting them in performing more complex analyses and inquiries.

· Follow standard emergency preparedness practices to ensure WFP's ability to respond rapidly and deploy food, goods, and necessary services to affected areas from the onset of a crisis.

· Act within an emergency response capacity, as appropriate, to meet emergency food assistance needs.

The incumbent will be based in Brazzaville. The city is calm and safe, and one can circulate freely. It is very easy to find a suitable apartment with basic security conditions. The apartment must be cleared by the Security unit. There are many UN agency and partners.
