OBJECTIVES OF THE PROGRAMME

The General Management Cluster of the WHO Regional Office for Africa provides support to and oversight of various operational programmes and activities in the region, including procurement of goods and services. Administrative services, human resources management, Budget and Finance and information Technology. The objective of the Procurement and supply Services Unit is the timely and cost-effective provision of essential medical and non-medical supplies,equipment and services to support the implementation of whose AFRO commitment to the member states and their health collaborative programs as well as the emergency operations.

DESCRIPTION OF DUTIES

Contribute to Goods and Services LTAs administration through the initiation, renewal and monitoring of WHO Regional Office contracts.Provide support to polio eradication program mainly by facilitating the digital finance contracting with services providers, monitoring and renewing these contracts inconcertation with PEP Unit to ensure the timely payment delivery to the end beneficiariesPrepare thespecific contracts background and proceed to their initiation and signature.Promote the use of LTAs by countries and clustersOrganize the tracking and the follow up of the contract requests emanating from the WHO country offices and produce management reports on their implementation and the compliance with WHO rules and requirementsMonitor the implementation of the audit's recommendations of the regional offices and country offices, including the main point of actionsfrom retreats, meetings/workshops and open doors and make follow-up related actions in liaison with the responsible focal personsCollect recurring requests for purchases, including recurrent purchases from WHO clusters and country offices, and make transactions analysis for the establishment of a WHO regional catalogue of goods and servicesCollect and maintain a database on cost savings from procurement of transactions and prepare a quarterly reportCollect the best practices from different offices in the field on contracting and procurement and submit them for approval for their disseminationMonitor the contracting sub-unit ticking system and provide KPI/reports.Work on procurement and Supply related projects as a member of the PSS Team.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in procurement and supply chain management, public or business administration, Finance, information technology applications, or any other related field. Desirable: Specialized Training in procurement and supply chain management, information technology applications and report writing.

Experience

Essential: At least 2 years in general administration with experiences at national and/or in internationallevels with procurement and supply of goods and services administration. Desirable: Experience in procurement and supply chain management, information technology.

Skills

A thorough knowledge of procurement and supply chain principles and practices. Ability to draft correspondence clearly and concisely.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 49,254 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2241 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
