OBJECTIVES OF THE PROGRAMME

The General ManagementCluster of the WHO Regional Office for Africa provides support to and oversightof the various operational programmes and activities in the region, includingprocurement of goods and services, Administrative services, Human ResourcesManagement, Budget and Finance and Information Technology.The objective ofthe Contracting and Procurement services Unit is the timely and cost-effective provision of essential medical and non-medical supplies, equipment and services to support the implementation of WHO's AFRO commitment to member states and their health collaborative programmes as well as emergency operations.

DESCRIPTION OF DUTIES

The Procurement Officer will assume the following responsibilities:1. Coordinate and consolidate the development of procurement plans by all-budget centers and identify/advise on the main categories of procurement for pooled procurement processing2. Analyze the historical procurement data and plan the long-term agreements to be initiated and liaise with the key actors for the tendering process undertaking,3. Guide the programs managers and clients on the appropriate tendering processes for procurement of goods and services, avail the specific tools and templates forneeds specifications and RfP/ITB/EOI or protocol development,4. Facilitate the submission and the review of the Expression of Interest and/or the Requestsfor Proposal and the Invitation to Bids for the regional office and the 47 countries of AFRO in compliance with the established SLA (Service Level of agreement),5. Review and analyze all procurement requests received from the AFRO technical units as well as various country offices, Review and comment on various complex contractual documents.6. Advertise through UNGM or any regular means of publications the RfP/ITB/EOI andcoordinate the queries/responses to suppliers and monitor the deadlines of each bidding process for timely action. 7. Monitorthe close-bidding process toward the effective use of pre-qualified vendors database, including the outreaches,8. Monitor the validity of the accreditation of the collaborating centers and advise on their proposals9. Coordinate and manage all bids opening based on the unit SLA, prepare the related reports and share the dossiers to awarding team with dedicated templates for due diligence, administrative, technical and financial evaluation, 10. Manage the workloads and distribute the labor among the tendering sub team members and provide the necessary guidance, coaching and capacity building that shouldalign to the changes in the functions, rules and procedures.11. Supervise the staff under the tendering sub team,12. Contribute and support the awarding sub-unit for offers review and due diligence activities13. Ensure that the eTicketing tool under MyService is implemented and data available for appropriate reporting for Key Performance Indicator (KPI) regarding the tendering process and produce a statistic, lessons learnt on procurement and tendering activities,14. Support the vendor management and pre-qualification exercise 15. Facilitate the deliberation of the Property Surveillance Committee activities and produce the annual report 16. Act as focal person for designated country offices for close monitoring of requests for smooth treatment and provide a support to the WCOs and Clusters as it may require. 17. Draft relevant procurement correspondence and standard operating procedures (SOP) to ensure that all AFRO staff are made aware of any changes to WHO procurement policies and procedures and that existing policies and procedures are complied with;18. Provide a support to the Regional Manager, Procurement services as it may require by the Unit's activities

REQUIRED QUALIFICATIONS

Education

Essential: University degree in Finance, Public or Business Administration, or any other related field. Desirable: Master's degree in public or business administration or professional qualification in procurement from a qualified recognized institution.

Experience

Essential: At least 5 years' experience in supply and procurement services at international level preferably in large and complex environment. Desirable: Experience in procurement operations within the UN System.

Skills

A thorough knowledge of supply operations and procurement services. Problem solving and analytical skills.Negotiation skills.Ability to manage and prioritize in complex situations. Knowledge of WHO and/or other UN systems in the field or at global level is an asset.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,692 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3323 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
