The position is placed in the Contracting Centre within UNICEF Supply Division (SD). The Contracting Centre provides oversight and the normative function on procurement issues including service contracting; including review and release of all major agreements and contracts, support to and follow up of implementation from audits, procurement strategies guidance, running the CRC secretariat function, country queries and liaison with legal. In addition the centre manages SD administrative and project support procurement which include IT requirements, telecommunication solutions, Warehouse operation related contracts and all service contracting for the non-procurement centers in Copenhagen.

How can you make a difference?

Under the general supervision of the Contract Specialist, the incumbent is responsible for participating in cross centre, interagency and UN Reform activities (for example United Nations Global Marketplace (UNGM), High-level Committee on Management (HLCM)-Procurement Network, sustainable procurement, and UN procurement certification scheme), including training and capacity building, with the aim to streamline and harmonise procurement, as well as to ensure common procurement quality and high ethical standards.

  • Assists in reviewing, preparing and developing procurement policies and procedures.
  • Assists in ensuring that all relevant procurement documents are up to date and coordinates with the different stakeholders to ensure timely revision, publication and dissemination of these documents.
  • Maintains all standard contractual documents, templates and forms and ensures that they are up to date. Follows up on latest procurement developments and good practices, to improve internal processes, documents and practices.
  • Assists in developing and executing procurement training, and capacity building activities, including preparation of training and information materials.
  • Assists in coordination for the Contracting Function Meetings and Contracting Manager’s meetings.
  • Assists in management of the procurement policy content available on different intranet and public websites.
  • Assists in the management of the E-Tendering platform.
  • Assist in responding and management of policy queries
  • Support the UNICEF participation in business seminars, cross UN meetings and trade delegations.
  • Draft presentations and information material
  • Assist as back up contract review committee (CRC) rapporteur
  • When required, assist in conducting different operational procurement activities. This includes drafting international tender invitations, evaluating offers and negotiating with suppliers, preparing award recommendations and submissions to the CRC, issuing Purchase Orders, Contracts or Long Term Arrangements, and conducting contract management to ensure compliance to the agreed terms and conditions. Ensures that all these activities are in compliance with the UNICEF Financial Rules and Regulations, the Supply Manual, and all other applicable procurement procedures.
  • Any other duties or assignments as requested by the supervisor

Requirements:

  • Completion of secondary education
  • Minimum five years relevant working experience, for example in a procurement or IT function
  • Proficiency in Microsoft Office package, Word, Excel and Power point
  • Fluency in English
  • Valid work permit and residency in Denmark at the time of submitting the application. Note that the selected candidate is responsible for obtaining any required extension of their residency permit as an extension cannot be dependent on an employment with UNICEF

Desirables:

  • Experience of developing standard operating procedures and/or policy
  • Experience with an e-tendering platform
  • Understanding of development and humanitarian work
  • Proficiency in another UN language (Spanish, French, Russian, Chinese, Arabic).
