Overview

Lead trade programs to enhance economic growth and compliance

You have:

  • Must be a U.S. citizen.
  • Must have one year of specialized experience equivalent to the next lower grade level (FS-03/GS-13) of this position.
  • Must have a minimum seven years’ work experience in related areas.
  • Must have demonstrated mastery of a wide range of qualitative and/or quantitative methods for the assessment and improvement of trade program effectiveness or the improvement of extremely sensitive and complex trade systems and customs and border controls.
  • Must have extensive knowledge of the range of laws, policies, regulations, and precedents applicable to trade related compliance, trade liberalization and policy reform, trade and investment regulatory reform, customs and border agency reform, technical barriers to trade and standards, intellectual property rights, supply chain resilience, government procurement, and business enabling environment.
  • Must have experience interacting and negotiating with policy makers in the United States and overseas governments regarding supply chain logistics including customs and border controls, international trade and foreign affairs.
  • Must demonstrate evidence of excellent interpersonal, facilitation and team building skills.
  • Must have, or be able to obtain, a Secret security clearance.
  • Must be able to travel internationally (up to 25 percent).

Agency: U.S. Agency for International Development (USAID) Organization: Bureau for Inclusive Growth, Partnerships, and Innovation, Center for Economics and Market Development (IPI/EMD) Location of Position: Washington, DC Telework/Remote Eligibility: Telework four days per pay period (two days per week). The position is not remote eligible. Open Period: October 23, 2024 – November 22, 2024 Appointment Type: This is an excepted service, time-limited appointment that is not to exceed five years with the potential for two two-year extensions. Description of Organization: EMD provides policy guidance and technical expertise to IPI and USAID Missions with a focus on economic resilience and statecraft, international trade regulations, trade facilitation, and finance and investment. EMD also provides leadership and policy guidance on a range of complex trade capacity building programs and how they interact with United States Government trade policy, private sector needs, and world markets.

Qualifications:

  • Must be a U.S. citizen;

    • Must have extensive knowledge of the range of laws, policies, regulations, and precedents applicable to the administration of a number of the following areas: trade related compliance, trade liberalization and policy reform, trade and investment regulatory reform, customs and border agency reform, technical barriers to trade and standards, and intellectual property rights, supply chain resilience, government procurement, and business enabling environment;
    • Must have experience interacting and negotiating with policy makers in the United States and overseas governments regarding supply chain logistics including customs and border controls, international trade and foreign affairs; and
    • Must demonstrate evidence of excellent interpersonal, facilitation and team building skills;
  • Must have, or be able to obtain, a Secret security clearance; and
  • Must be able to travel internationally (up to 25 percent).

  • Experience working for or with USAID, or other international development, trade, commerce, or finance organizations.
