How can you make a difference?

The Headquarter Efficiency Initiative (HQEI) is an organizational improvement effort to support Headquarter Divisions/Offices in New York and Geneva to identify and move forward with cost-savings and key efficiencies related to relocating functions to lower-cost locations and explore opportunities to pool resources. This is to respond to emerging priorities for children with agility and flexibility while saving costs and diversifying partnerships and to facilitate closer and more effective working relationships with our Country Offices (COs) and NatComs, and more complementarity between HQs and Regional Offices (ROs).

Under the supervision of the HQEI Team Lead, the Planning and Monitoring Specialist will provide professional technical, operational and administrative assistance throughout the planning, monitoring and assessment process of the Headquarter Efficiency Initiative (HQEI).

The Planning and Monitoring function is a strategic role within the Headquarters Efficiency Initiative (HQEI) Team, assuring the best planning and monitoring the use of UNICEF assets in alignment with sound management practices, office priorities and goals to deliver results for children during the change. In coordination with Headquarter and 7 new and expanding Global Offices, the function supports the HQEI Team Lead of the Headquarters Effectiveness Initiative (HQEI) to plan, monitor, track, analyze and assess the HQEI Business Case and progress made by the various HQEI Working Groups for efficiencies and performance.

Summary of key functions/accountabilities:

Strategic Oversight

  • Ensure that the UNICEF HQEI team and Leadership Group has useful, valid, and reliable information on the HQEI implementation by establishing a monitoring and assessment tools which enhance the quality of the HQEI implementation, coordination between divisions and receiving offices.
  • Adequately assist in tracking the transitional HQEI budget use and progress from the various working groups and implementation in the HQ Divisions/Offices as well as the “receiving” offices.
  • Ensure efficient maintenance and management of relocation data, while also generating valuable analysis and insights.
  • Provide technical support as necessary in organizing and managing annual/mid-year/mid-term/end term reviews ensuring consistency with objectives and goals set out in the Business Case and contribute to the Overall Implementation Plan.

Planning, Monitoring and Reporting

  • Support the HQEI project team to effectively monitor and report on the results of the implementation ensuring project efficiency and effectiveness where appropriate.
  • Assist in establishing standards, planning, and facilitating project performance planning and monitoring, while also reviewing and maintaining the business plan and implementation plan, giving particular emphasis to key performance indicators (KPIs) and indicators.
  • Ensure the HQEI implementation is driven and monitored with realistic plans for the HQEI in coordination with Divisions and Global Offices.
  • Monitor follow-up actions based on management decisions resulting from HQEI Office performance monitoring and evaluation.
  • Support working groups (WG) and sub-groups in the implementation of their work plans, as well as aiding in the transition planning of HQ Divisions and Office.

Analytics and Assessment

  • Support establishment and maintains of tracking and tracking tools, with DHR, - i.e. the Relocation Tracking Tool.
  • Roll-out assessment tools to provide regular data to help understand the efficiency and effectiveness of the HQEI implementation through for example a “welcome poll”.
  • Prepare required documentations/materials/data to facilitate evaluation planning, implementation, and reporting:
    1. Analyse data and assess the implementation of the HQEI as per the 2023 Business Case,
    2. Put practices in place to enable an assessment by the end of 2025 of the impact of the positioning of presence, resources and capacities across teams, functions, and geographies to accelerate and sustain results for children.
  • Ensuring the results are disseminated in a timely fashion to stakeholders for improving the performance of the HQEI and contribute to corporate learning.
  • Draft and/or develop terms of reference for external consultants and initiate the recruitment process to ensure the timely selection and recruitment of assessments.

M&E Capacity Building

  • Support to strengthen the monitoring, reporting and assessment capacities of the HQEI team, Divisions focal points, Global Offices’ focal points and relevant stakeholders.

Coordination and Networking

  • Participate in appropriate meetings/events on evaluations to collaborate with colleagues on operational planning and preparation and to integrate and harmonize UNICEF position and strategies with the development and planning process.
  • Coordinate across the HQEI team, HQ Divisions, Global Offices, HQEI Working Groups, DFAM and the Staff Support Unit. to ensure the effective organizational coherence on the implementation of the HQEI Business Plan.

Impact of Results

  • The efficiency and efficacy of support provided by the Specialist to the HQEI team and wide range stakeholders contribute to the successful planning and execution of evaluation efforts that in turn result in improved HQEI planning, performance, and achievement of concrete and sustainable results.
  • Effective implementation of assessment enhances UNICEF’s capacity and credibility in delivering highly effective programs and concrete and sustainable results that come from the changes made by the HQEI.

To qualify as an advocate for every child you will have…

  • A University Degree in economics, psychology, sociology, education, or other social science field is required. An advanced university degree in social sciences, statistics, planning development, planning.
  • A minimum of 8 years of relevant professional experience in social development analysis and programming at the international and/or in a developing country is required.
  • Relevant experience in program/project monitoring and evaluation in a UN system agency or organization is an asset.
  • At least one instance of exposure to emergency programming, including preparedness planning and active involvement in a humanitarian crisis response programme is preferred.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Technical Knowledge required:

a) Specific Technical Knowledge & Competencies

  • Knowledge of Project Evaluation.
  • Professional technical knowledge/expertise in Evaluation Process Management, Follow-up on Recommendations and Dissemination of M&E results.
  • Emerging international good practice in monitoring and evaluation partnerships.

b) Common Technical Knowledge

  • Professional technical knowledge/expertise in demography, statistics, and data management.
  • Professional technical knowledge/expertise in methodology of M&E, including theories, standards and models, quantitative/qualitative/mixed methods, validity/reliability testing of data, data analysis and interpretation, and statistical inference methods.
  • Professional technical knowledge/expertise in Activity Monitoring & Evaluation, Evaluation Design, data analysis, and reporting.
  • Gender equality and diversity awareness.

Technical Knowledge to be Acquired/Enhanced:

  • Professional/technical knowledge/expertise in Team Management, Coaching & Training.
  • Mastery of UNICEF’s M&E policies and procedures.
  • Latest programme monitoring and evaluation theory, methodology, technology and tools.
  • Understanding of UN Mission and system, current key UN topics; and International Code of Conduct.
  • Understanding of UNICEF Mission Statement and UNICEF Guiding Principles.
  • UNICEF strategic framework for partnerships and collaborative relationships.
