The Level 3 Scale-up for Ukraine was activated effective 5 March 2022, for an initial period of six months. With the activation of the procedure, UNICEF has adopted a no-regrets approach in view of the complex situation and increasing humanitarian needs, to ensure that UNICEF continues to provide life-saving response for the children and women in neighbouring and other affected countries in line with the CCCs.

The recent escalation in the armed conflict in Ukraine poses an immediate threat to the lives and wellbeing of millions of children in the entire region. The intensification of the armed conflict is posing severe human costs, causing a growing number of civilian and children casualties, interrupting livelihoods and damaging critical civilian infrastructure, including hundreds of homes, water and sanitation infrastructure, schools and health facilities. Hundreds of thousands of children and their families have been internally displaced and, to-date, over one million forced to flee the country in search of safety – the majority are women and children.

In response, UNICEF has already mobilized organization-wide support. However, the deteriorating situation and complex operating environment requires strengthened capacity and sustained efforts to further expand our presence and work in those parts of the country that can be safely accessed, to strengthen our cluster and overall humanitarian leadership, and to continue scaling-up our humanitarian action, with priority focus on child protection, health, WASH, nutrition, learning, cash interventions and social protection efforts. UNICEF is also coordinating with refugee hosting countries to prepare and respond to the humanitarian needs emerging from population movements.

How can you make a difference?

The presence of a Regional Multi-country Information Management (IM) Specialist is urgently needed due to the L3 emergency declaration in Ukraine and the limited capacity in Planning, Monitoring and Data/SitCen to support the programmatic implementation of the L3 emergency response at regional level.

Under the supervision of HPM Manager, the candidate will be responsible for supporting the following areas of responsibility:

IINFORMATION MANAGEMENT (IM) NEEDS IDENTIFICATION:

  • Develop a rapid IM needs assessment following the UNICEF sectorial accountabilities and milestones for all affected countries active Sector Working Groups related to UNICEF mandate inside and outside Ukraine. Including recommendations identification of information gaps and bottlenecks and recommended actions.

MULTI-COUNTRY IM PLAN:

  • Develop a capacity building plan based on the IM Needs Assessment and acceleration plan adapted for each country and a mission tentative calendar
  • Capacity building of UNICEF personnel and implementing partners in the use of UNICEF and Sector Working Group Systems for timely reporting in Activity Info Platform established for sectoral reporting.
  • Support the COs and sectors to establish and maintain information databases to easily consolidate critical information for analysis and reporting including High Frequency indicators for Situation Reports and contributions to sector/cluster reporting 5W.

MONITOR SECTOR ACCOUNTABILITIES:

  • Monitor IM UNICEF Sectorial progress and produce a performance report on Monthly bases. Linked to a Regional Dashboard and help each of the COs to develop one for each sector (where UNICEF is a sector lead agency) in coordination with the Regional GIS.
  • Manage data on the UNICEF programme humanitarian requirements and contributions (financial, material, human) as appropriate. Ensure coherence between UNICEF partners reporting and the sectorial reports.
  • Identify and maintain an updated secondary data and information sources.
  • Support each Sector Working Group to develop simple, user-friendly emergency sector monitoring reporting formats in consultation with the management operations teams, programme sections, implementing partners and other key stakeholders.
  • Lead country missions based on the IM support need assessment.

To qualify as an advocate for every child you will have…

  • A first-level University degree (Bachelor's) in in Data Management, Geography, Sociology or other relevant Social Science is required.
  • A minimum of five (5) years of relevant work experience in data analysis, programme coordination, research or other relevant areas (information management, learning, community management, communication, M&E) is required.
  • Proven technical expertise for managing data capture and storage, for analyzing diverse datasets, and presenting information in understandable visualizations and reports is required.
  • Strong Proficiency in excel, data visualization and Activity Info is required.
  • Power BI knowledge is an asset.
  • Experience in Emergency context is strongly desirable.
  • Knowledge of the Core Commitments for Children in Humanitarian Action framework is desirable.
  • Ability to plan, organize, prioritize, and deliver under pressure is a requisite.
  • Knowledge of international development and humanitarian work is desirable.
  • Ability and willingness to travel to emergencies countries if necessary.
  • Basic ability with visual design is desirable.
  • Strong organizational, planning, and analytical skills.
  • Good judgment, initiative, high sense of responsibility, tact, and discretion.
  • Takes ownership and initiative and can work both independently and effectively in a team environment.
  • Strong interpersonal and relationship-building skills in interacting with colleagues at all levels.
  • Demonstrated cultural sensitivity and ability to establish harmonious working relations in a multicultural environment.
  • Proficiency in English, written and verbal, is required. Working knowledge of another official UN Language (Arabic, Chinese, French, Russian or Spanish) and/or regional language as needed to perform the role is an asset.
