The Planning and Monitoring Officer reports to the Chief of Field Office for supervision with technical oversight by the Chief of Planning and Monitoring. The Officer provides professional technical, operational and administrative assistance throughout the planning and monitoring process, preparing, executing, managing and implementing a variety of technical and administrative tasks to contribute to planning, implementation, oversight and reporting to ensure that programmes are carried out and monitored according to plan, including according to agreed quality criteria and schedule.

How can you make a difference?

1. Setting standards for, and supporting, programme planning and monitoring

  • Provide technical support as necessary to the process of developing and monitoring Annual Work Plans, in accordance with RBM principles, including reporting on progress of the equity and gender marker as outlined in the Programme Policy and Procedures Guidance.
  • Provide technical support as necessary in organising and managing annual/mid-year/mid-term/end term Field Office programme reviews ensuring consistency with objectives and goals set out in the CPD and contribute to the Annual Management Plan.
  • Monitor follow-up actions relevant to the Field Office based on management decisions resulting from Country Office performance monitoring.
  • Support the programme components to effectively monitor and report on the intersectoral programme results, cross sectoral programme component results and field office results to facilitate programme coherence and convergence where appropriate.
  • Contribute to development of programme field monitoring plan for the learning zones in the field office that is to be maintained and updated monthly.
  • Work with programme sections in the Field Office to define the monitoring plan for Third Party Monitors on a monthly basis and manage the TPM contract as per contract stipulations.
  • Provide technical support to programme sections to effectively monitor and report on the intersectoral programme results as per guidance and standards issued by the ACO.
  • Support the capacity development of Field Office staff on planning and monitoring, as well as of key government, NGO and civil society partners enabling them to increasingly engage in and lead bottom-up-planning and monitoring, as required.
  • Act as the zonal office focal point for any Kabul-based planning and monitoring initiatives and facilitate data collection and field visits by external evaluations if required.
  • Provide technical support to ensure that the Field Office has quality information to assess progress towards expected results established in annual work plans/zonal programme monitoring framework.

2. Networking and partnership building

  • Provide technical and operational support to a wide range of stakeholders on UNICEF policies, practices, standards and norms.
  • Build and sustain effective close working partnerships with government counterparts and national stakeholders through active sharing of information and knowledge and build their capacity for planning and implementation.
  • Participate in appropriate inter-agency (UNCT) meetings/events with inter-agency partners/colleagues on UNDAF operational planning and preparation and to integrate and harmonize UNICEF position and strategies with the UNDAF development and planning process.

3. Innovation, knowledge management and capacity building

  • Identify, capture, synthesize and share lessons learned for integration into broader knowledge development planning and management efforts.
  • Research and report on best and cutting-edge practices for development of planning and monitoring knowledge products and systems.
  • Participate as resource person in capacity building initiatives to enhance the competencies of clients/stakeholders.

Impact of Results

The efficiency and efficacy of support provided by the Officer to the ZMT and a wide range of stakeholders contribute to the successful planning and monitoring efforts, that in turn result in improved country office and national stakeholders’ development planning, performance and achievement of concrete and sustainable results.

To qualify as an advocate for every child you will have…

  • University degree in social sciences, geographic information sciences, statistics, Computer science, Information Technology, Information Systems, or other relevant degree.
  • A minimum of two years of professional experience in social development analysis and programming at the international and/or in a developing country is required. Relevant experience in program/project planning and monitoring in a UN system agency or organization is an asset.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English and local languages of the duty station (Dari / Pashto) is required.
