ABOUT THE JOB

The Protection officer-Border Monitoring, under the direct supervision of the Protection Team Leader, will be responsible for mainstreaming protection into DRC’s activities at Zero Point – Torkham Specifically, the Protection Officer will regularly map available services to different groups arriving at Zero Point from neighboring countries, and provide signposting during DRC Explosive Ordnance Risk Education (EORE) sessions delivered at the Zero Point, so that people know what services are available to them. The Protection Officer- Border Monitoring will also manage the DRC call center available for people who have no means of communication, to make calls to their relatives to notify them they have arrived in Afghanistan. The Protection Officer-Border Monitoring will also provide psychological first aid (PFA) to people in distress and assist in referrals of very vulnerable cases to the relevant actor at Zero Point for assistance.

Responsibilities:

The responsibilities of the Protection Officer-Border Monitoring include, but are not limited to:

  • Conduct regular protection monitoring (focus group discussions, key informant interviews, household survey and direct observations) using DRC tools (targets for protection monitoring will be established in coordination with the TL and TC). Victims of trafficking (IOM can provide training), detentions at the border, victims of UXOs and other issues you may observe.
  • Ensure an adequate response to protection risks identified among people crossing the border or victims of mines and UXOs (IPA, referrals etc).
  • Update the TL on a weekly basis of key observations during protection monitoring activities of the main risks in the area, using templates provided by the TC– identify advocacy points that should be raised with the TL and management.
  • Establish a close relationship with EORE teams and ensure consistent/regular exchange of information regarding risks relating to mines and UXOs.
  • Conduct assessments for IPA and coordinate disbursements of IPA in coordination with the TL and EORE teams and management.
  • Ensure data protection principles and protocols are adhered to, including strict confidentiality and need-to-know information-sharing principles.

Service mapping and information dissemination and referrals

  • Regularly map available services and inclusion criteria of different agencies at Zero Point; update service signposting as needed based on updated mapping. Conduct signposting at the end of EORE sessions (initially); train EORE officers to do the signposting at times, while conducting the signposting him/her-self directly as needed and directed by the DRC Officer in Charge of Zero Points operations Closely coordinate with partner organizations/ EORE teams and other service providers to maintain a smooth/consistent exchange of information, ensure appropriate referral of cases and coordination of interventions/activities among partners. Regularly exchange information with the referral focal point to ensure all referrals are captured.
  • Conduct regular follow up of referrals conducted in the area to ensure that the beneficiary has been appropriately supported. Communicate any challenges with referred cases with the TL to ensure an adequate solution. Support EORE teams with referrals and follow ups.

Protection mainstreaming

  • With the support/ coordination of the TL/ TC and protection specialist, conduct protection mainstreaming training to EORE teams and any other non-protection teams in the area as well as to non-DRC partners. This includes also identifying gaps in partners capacities in incorporating protection principles in implementation and conducting refresher trainings as needed.

Support to families/ individuals crossing the border.

  • Support families/ individuals to reunite with family members by managing the DRC call center for people who have lost their phones/have no way of communicating with their relatives, to make calls.
  • Provide people with basic information about their rights/ entitlements/ Ensure legal counselling when needed.
  • Identify people requiring other forms of support and ensure they are assisted by connecting them to the relevant service provider (Legal representation/ PSS support etc)
  • Establish contacts/ relationships with any actors operating at the border site (particularly legal actors operating in detention (ICRC), health, MHPSS) and support families facing violations at the border accordingly.

ABOUT YOU

To be successful in this role you must have:

Experience and technical competencies:

  • 2-3 years Working experience with INGOs/NGOs, experience in protection strongly preferred.
  • Ability to handle multiple tasks, proven self-initiative and problem-solving abilities.
  • A commitment to protecting human rights.
  • Having experience of digital data collection and understanding of Kobo toolbox.
  • Having good communication skills, with regular reporting capacity both oral and written.
  • Having ability of working in a team and individually.
  • Strong organizational skills and attention to detail.
  • Good interpersonal and communication skills
  • Understanding the current contextual challenges including beneficiaries’ selection, community assessments & local authorities’ interference.

Education/qualifications:

  • University degree, in law and/or other relevant disciplines
  • Familiarity with Afghan laws, culture, and human rights

Languages:

  • Working level has spoken and written English.
  • Ability to understand both Pashto and Dari.
