Significant escalation of the conflict in Ukraine has resulted in increased humanitarian needs and population displacement within and outside of the country. As the situation rapidly evolves, the conflict poses an immediate and growing threat to the lives and well-being of the country’s 7.5 million children. UNICEF is rapidly scaling up its multi-sectoral response to the increasing humanitarian needs in Ukraine and among refugees in neighboring countries.

In on-going humanitarian situations, strong performance monitoring is a core accountability and is essential to support effective response. To ensure that an effective monitoring of the programme actions is in place, UNICEF ECA Regional Office seeks support from an experienced professional in the areas of planning, monitoring and evaluation that would provide expertise in Humanitarian Performance Monitoring, supporting the ECARO Programme Planning and Data team.

Within the framework of regional Humanitarian Action for Children, the main purpose of the assignment is to ensure support to the ECA Regional Office in setting up, and implementing a mechanism for information gathering and processing, management on humanitarian information management tools, procedures and systems, facilitating effective HPM reporting. The incumbent will support the Regional Office to maintain a functional HPM system that meets the monitoring and reporting requirements, working closely with the Refugee Response Teams, the RO Emergency section, Programme sections and the Programme Planning and Data section.

How can you make a difference?

  1. Situation Monitoring and Need Assessments: Ensure that the Country Offices and national partners have timely and accurate measurement of change in conditions in the country or region, including monitoring of socio-economic trends and the country’s wider policy, economic or institutional context, to facilitate planning and to draw conclusions about the impact of programmes or policies.
  2. Planning: Ensure that the Country Office Programmes and PME team use a well-prioritized, realistic and updated Response Plans that will provide the most relevant interventions and information to manage the manage UNICEF contribution.
  3. Programme Performance Monitoring and Reporting: Ensure that the Country Offices have quality information to assess progress towards expected results established in annual work plans.
  4. Evaluation: Support the Regional Evaluation team in designing of evaluation exercises and ensure the results are disseminated in a timely fashion to stakeholders in order to improve programme performance and contribute to wider learning.
  5. Cluster Accountabilities with special attention to Information Management: Monitor UNICEF COs Cluster / Working Group Accountabilities as Sector Lead Agency and coverage of the Cluster Milestones. Advocate for Information Management capacity (and staff recruitment) in each country proportional to the needs
  6. Planning & Monitoring & Reporting Capacity Building: Ensure that the monitoring and evaluation capacities of Country Office staff and national partners – government and civil society – are strengthened enabling them to increasingly engage in and lead monitoring and evaluation processes.
  7. Coordination and Networking: Ensure that the UNICEF offices are effectively linked to wider UNICEF Planning & Monitoring & Reporting developments in a way that both contributes to and benefits from organizational learning on effective Planning& Monitoring & Reporting management.

To qualify as an advocate for every child you will have…

  • An Advanced University Degree in social sciences, statistics, planning development, planning or another related field is required.
  • A minimum of eight (8) years of progressively responsible work experience in Programme Development & Implementation, Monitoring & Evaluation, Information Management, Humanitarian Performance Monitoring, and/or Reporting is required.
  • Prior hands on experience in emergency programming, including preparedness planning and active involvement in a humanitarian crisis is desirable.
  • Knowledge of the Core Commitments for Children in Humanitarian Action framework is desirable.
  • Excellent knowledge of MS Excel (pivot tables and functions) is required.
  • Proven technical expertise for managing data capture and storage, for analyzing diverse datasets, and presenting information in understandable visualizations and reports is required.
  • Experience in a client-orientation and key coordination role with strong analytical, interpersonal and communication skills is required.
  • Experience working in developing countries under emergency crisis for UNICEF/UN or NGO organizations is a significant advantage.
  • Good understanding of the disaster risk reduction, humanitarian action, and development context in ECAR region is an asset.
  • Ability to work independently and in constant communication across multiple teams and partners as well as emergency focal points in the region is required.
  • Ability to plan, organize, prioritize, and deliver under pressure is a requisite.
  • Demonstrated ability to communicate effectively in a diverse organization tailoring language, tone, style, and format to match audience.
  • Ability and willingness to travel to emergencies countries if necessary.
  • Proficiency in English, written and verbal, is required. Working knowledge of another official UN Language (Arabic, Chinese, French, Russian or Spanish) is an asset.
