BACKGROUND AND PURPOSE OF ASSIGNMENT

The Corporate Planning and Performance (CPP) Division establishes standards, products, and services to ensure transparent and accountable planning, budgeting, and performance management function in WFP. The CPP is responsible for producing key corporate planning and reporting documents to inform data-driven decision making and provides oversight on the entire resource management process to ensure optimized funds utilization.

CPP is the custodian and the validator of the Corporate Results Framework (2022-2025) which unifies in one document the programme monitoring and management performance measurements. CPP coordinates and supports the implementation and roll-out of the new CRF throughout the organization. CPP has a corporate responsibility to embed integrated performance and risk management into WFP's operations, inform decision making in a decentralized environment, and foster learning. CPP builds on the lessons learned and best practices of previous results-based management and risk management experiences in close collaboration with the Enterprise Risk Management Division (ERM).

Measuring and reporting on corporate performance enables the World Food Programme (WFP) to be more accountable to the people it serves and those who provide funds. Each year, WFP plans, monitors, and reports on its operations to provide the best possible service to the people it assists, using available resources most efficiently and effectively possible. This means WFP not only focuses on what results it achieves but also how it achieves them.

The Corporate Performance Planning Branch (CPPS) of the Division is responsible for overseeing Corporate Performance Planning processes. CPPS facilitates WFP's Performance Planning by providing the tools, guidance, services, and products for all offices to plan and manage their performance towards meeting its strategic goals. CPPS manages the tools and process of the Annual Performance Planning (APP) exercise, which helps every single office in WFP align with the organization's strategic objectives, manage its risks and prepare for success. CPPS coordinates the Country Operations Management Plans published in the Country Strategic Plan (CSP) data portal. CPPS contributes to the Management Plan and Annual Performance Report with result-based management and performance-based budgeting principles.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the overall supervision of the Chief of the Corporate Performance Planning Branch (CPPS), the Consultant will project manage the Annual Performance Plan (APP) for country offices and the Country Operations Management Plan (COMP).

Annual Performance Plan (APP):

  • In close collaboration with the Risk Management Branch (ERMR), coordinate and track the annual performance planning exercises, including mid-year and end-year reviews; ensure the alignment of the APP with the risk registers (RR).
  • Manage quality review, including management Key Performance Indicators (KPIs) analyses; collect necessary data from the submitted APPs and share the data set with relevant WFP offices and units for information and further use.
  • Manage and take forward the simplification and automation of the APP for country offices.
  • Review and design new process improvement opportunities to simplify and streamline the annual performance planning process supporting countries' operations and Regional Bureaux oversight.

Country Operations Management Plan (COMP):

  • In close collaboration with the Information Systems and Reporting Branch (CPPI), coordinate the Implementation Plan (IP)-COMP integrated exercises, ensuring the quality and timely production of COMPs; manage the publication of the COMP narrative and prioritization plan percentages and ensure the COMP information is made available in the CSP Data Portal; advise and support the continuity and enhancement of the IP-COMP integration.
  • Create and maintain COMP databases to be used as baselines for monitoring the progress of the country office operations implementation and other analyses.
  • Support the alignment of the COMP with the new Line of Sight in line with the new Strategic Plan/CRF implementation and the publication of the retrofitted Country Strategic Plans / COMP in the CSP Data Portal.
  • Provide guidance and support, including relevant training, to the country office on the APP and the COMP.
  • Provide oversight support to Regional Bureaux on their role as the primary liaison point with country offices concerning the APP and the COMP.
  • Develop, update and disseminate relevant guidelines, specifically APP- and COMP-related sections in the Annual Planning Manual, standard operating procedures, factsheets, training materials, etc.
  • Work closely with the Technology division to ensure the well-functioning of the APP- and COMP-related platforms and systems.
  • Contribute to streamlining the Planning-to-Reporting (P2R) process and tools that support effective performance planning. The APP and the COMP are well placed and represented in the final product, i.e., the integrated annual plan document.
  • Coordinate along with the other team members the annual lessons learned exercise.
  • Any other tasks as may be required and assigned.

DELIVERABLES AT THE END OF THE CONTRACT

  • Quality field level APP in place and reviews undertaken in timely manner.
  • APP process simplified, streamlined and aligned with the Risk Register for each planning cycle.
  • COMP information aligned with the new CRF, efficiently available for use and posted to the CSP Data Portal in a timely manner.
  • Guidelines, trainings and support undertaken in support of processes of responsibility.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced degree, training in one or more disciplines: political science, economics, business management, operations management, development studies, or international development. Experience: Minimum 5 years of postgraduate experience in performance planning, reporting, and data analysis. Previous WFP field experience in reporting and programme implementation is an advantage.

OTHER SPECIFIC JOB REQUIREMENTS

  • Solid experience utilizing WFP software, including COMET and other monitoring software packages and system.
  • Familiarity with WFP's normative framework for results reporting
  • Ability to effectively communicate orally and in writing
  • Ability to conduct informed analysis of country office corporate planning and reports and guide country offices with sound technical advice
  • Ability to deliver results through planning and to organize own activities effectively
  • Ability to successfully manage multiple analysis and reporting requests in a deadline-driven environment
  • Excellent cross-functional collaboration skills and the ability to influence stakeholders
  • Excellent English writing skills
  • Ability to meet strict deadlines

Languages

English mandatory, with additional UN language preferred.
