BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The Corporate Performance and Planning Division (CPP) in WFP is mandated to strengthen WFP’s capacity to implement its Strategic Plan, to measure our impact on alleviating hunger through food assistance, and to advance results-based performance and accountability across the organization. CPP coordinates and supports the implementation and roll-out of the Strategic Plan throughout the organization. CPP is also tasked with identifying measures of success, and to reporting on progress, results and lessons learned, demonstrating the impact of WFP’s food assistance on the lives of beneficiaries. CPP is the custodian and the validator of the Corporate Results Framework which unifies in one document programme monitoring and management performance measurements.

Key functional responsibilities of CPP: Embedding performance and risk management: CPP has corporate responsibility for integrating performance and risk management measures in WFP’s operations, inform decision making in a decentralized environment and foster learning. In so doing CPP builds on the lessons learned and best practices of previous results-based management and risk management initiatives, in close collaboration with the Enterprise Risk Management (ERM) division.

Providing normative guidance for operational monitoring and evaluation: CPP is responsible for establishing and maintaining standards, guidelines and a system for operational monitoring and reporting supported by decentralized evaluations in accordance with WFPs corporate performance management system as well as in line with the monitoring and evaluation strategy. Leading and supporting corporate performance reporting: coordination of all efforts towards demonstrating WFP’s organizational performance through its Annual Performance Reports; further, the coordination of management responses to the recommendations of evaluations provides CPP with the opportunity to track the application of lessons learned in strategic planning process as well as programme design and implementation status. CPP also provides an overview of trends in global food aid deliveries by governments, non-governmental organizations and WFP through its annual report to all partners of the international food aid information system.

CPP promotes dialogue to sensitize internal stakeholders on performance management and accountability issues. CPP seeks to fulfil its mandate in an inclusive and consultative manner to promote learning lessons from implementation, influencing project design and implementation, management of programmes, as well as standards and systems development.

CPP-P is responsible for coordinating the annual reporting exercise which consists of two main elements: the coordination of Annual Country Reports production and publication; the consolidation and publication of the Annual Performance Report. The junior data analyst will support both processes, but primarily that of the Annual Performance Report.

KEY ACCOUNTABILITIES (not all-inclusive)

Annual Performance Report

  • As a core team member of the APR team, actively participate in all processes related to the APR preparation including - and not limited to- the development of the table of contents, collection of inputs from technical units, contribution to the drafting of the document, data analysis, aggregation and interpretation; as well as other processes leading to the approval of the 2022 APR.
  • Extract from COMET and analyse data available on corporate and country specific indicators
  • Aggregate data sets from COMET, based on validated data sets, for analysis and inclusion in the APR.
  • work with the APR team liaising with technical focal points to ensure that data sets and analysis are collated and included in the APR for presentation to the EB in June.
  • Analyze the implications of the Corporate Results Framework’s results chain and line of sight on the aggregation of data in reporting at country and corporate level and suggest improvements in analysis methodology
  • In collaboration with the APR team, assess the implications of indicator baseline and target setting on corporate reporting and analyze alternative methodology for achievement calculation
  • Provide support to the team working on analysis and visualization of data from COMET, including sex, age and disability inclusion
  • Support the annual lessons learned exercise through survey analysis and user statistics.
  • Contribute technically to 2023 APR design, draft guidance for technical working groups and support business requirements solutions explanations with IT.

Dashboard development and data quality workstream

  • Support the design and creation of the data entry and data quality check dashboard which will feed into the COMET control panel.
  • his entails a) the understanding of COMET and its programme data (beneficiaries, transfers, other output, outcomes and cross-cutting); b) The extraction of programme data from DOTS or COMET reports into workable files; c) the pivoting and data preparation necessary for data to be properly visualized in tools (such as Tableau).
  • Support the design and creation of the APR dashboard.
  • This entails a) the extraction of programme data once the Annual country report cycle is closed on the 31st of March; b) checking that all necessary information is included for the dashboard (output and outcome data at Country level and programme area level); liaising with CPPS to ensure all Management results’ information is adequately captured (Cost per beneficiary, management KPIs)

Analysis of programme data (COMET) for meaningful reporting:

  • Extract the data for beneficiaries, transfers (food and CBT), other output, outcomes and cross-cutting data.
  • Analyze trends: year over year and longer-term comparisons of output data.
  • Triangulate any increase/decrease of coverage (beneficiaries) and type of assistance (food, CBT and commodity vouchers) year over year with the information included in the ACRs or any other OIM reporting.
  • For outcome and cross-cutting issues, corporate level analysis will be substantiated by selected examples: analysis of the contexts in which WFP’s assistance (delivery of transfers and capacity enhancements) has impacted the food security, access and nutrition of the beneficiaries reached.

OTHER FUNCTIONS

Annual Country Report

  • Contribute to the development of the updated 2022 and 2023 ACR template.
  • Collaborate with monitoring and COMET teams to perform data analysis to track data entry level, to perform data quality checks, CSP trends, data flows and value discrepancies to ensure coherence and consistency and links to the APR.

Other reports

  • Support other corporate reporting requirements as needed.

BOTH APR and ACR tasks

  • Develop a corporate performance dashboard (APR and ACR focus)
  • Support the implementation of audit recommendations related to beneficiary information management cross ACRs and APR

DELIVERABLES AT THE END OF THE CONTRACT:

  • APR 2023 table of content and structure is approved
  • Improved methodology for data aggregation at corporate level at the outcome level
  • Improved methodology for achievement calculation factoring on the basis of baseline and target information.
  • Development of methodology for the aggregation of corporate data under the new CRF for 2023 APR reporting
  • Development of tools to automate the calculation and aggregation of corporate data including but not limited to: outcomes (by strategic objective and programme areas), cross-cutting, and output indicators.
  • COMET Control Panel includes additional features facilitating visualization and analysis at corporate, RB and CO levels. Further data sources automated to facilitate accurate reporting. APR dashboard produced
  • Review ACRs guidance to ensure alignment of ACRs to the APR.
  • COMET data entry and data readiness SOPs are developed and integrated into the 2021 ACR guidance to ensure alignment with the APR
  • COMET control panel data entry dashboards are updated on time for the ACR season

Supervision: A detailed work plan with clear timelines will be established for the assignments listed above. The incumbent will need to regularly present the results of his/her work in the regular unit meetings and in bilateral meetings with the supervisor. Clear benchmarks will have to be respected as per the work plan.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree or university degree with experience and training/courses in one or more of the following disciplines: political sciences, international relations, economics, development

Experience: 1-2 years post graduate, progressively responsible, job related experience in humanitarian and development programming Knowledge & Skills: Proficiency in Windows, MS Office (Word, Excel, Powerpoint, Outlook), Tableau and COMET

Competencies: Cognitive Capacity, Teamwork, Action Management, Innovation, Partnering, Client Orientation

Languages: English mandatory, any additional UN language welcome.
