The region of the Grand-Kasais (encompassing the provinces of Kasai, Kasai-Central, Kasai-Oriental, Sankuru and Lomami) is one of the poorest regions in the DRC. Before 2017, it was relatively calm but was then devasted by a crisis provoked by the uprising of an armed popular movement commonly called ‘Kamuina Nsapu’ that had devastating consequences including massif displacements of people, the destruction of infrastructures and the change in the social fabric and community cohesion.

The peaceful transfer of power at the national level following the 2018 presidential and legislative elections to a candidate originating from the Kasai region opened a window of opportunity for stabilization and development. With the laying down of arms by the Kamuina Nsapu militia, the security situation in the region has vastly improved and many people displaced in 2017 returned home. While underlying problems remain and residual conflicts caused by poverty in the Kasai and Kasai Central provinces persist, a return to a full-scale Kamuina Nsapu re-mobilization seems unlikely at this point in time. Following the crisis and the L3 IASC activation, UNDP with support from the Crisis and Response Unit SURGE capacity in New York established a field office in Kananga, Kasai Central to address issues related to community recovery and youth employment, justice, human rights and sexual gender-based violence as well as pro-SDGs provincial development planning processes. Several donors, including Sweden and Canada, as well as Japanese supplementary funds, the UNDP Funding Window, the Korean Agency KOICA and the Peace Building Fund contributed to succinct efforts to support the Kasai region to exit the crisis and stabilize peace efforts. Besides these system-wide efforts and in the context of MONUSCO’s withdrawal from the region, the Great Kasaï region was identified as pilot area in the DRC for the operationalization of the “Humanitarian-Development-Peace” Nexus (Triple Nexus) approach. The overarching objective is to reduce chronic vulnerabilities and the need for humanitarian assistance by consolidating peace dividends and prioritizing Sustainable Development Goals through increased investment in development. Four collective outcomes (1) Support food security and nutrition; (2) Access to basic services; (3) Support to displaced persons, refugees and returnees; (4) Women’s empowerment, preventing sexual exploitation and support to survivors), identified for all of DRC, are being operationalized through the Nexus approach in Kasai and Kasaï Central provinces involving all five Nexus actors, namely the Government (lead), the UN, INGOs, Civil Society and donors.

Under the direct supervision of the Head of the UNDP Field Office in Kananga, the UN Volunteer as team member will undertake the following tasks:

• Contribute to the alignment and coordination of UNDP’s efforts in peacebuilding in the Kasaï region in alignment with the interventions of other UN/Non-UN Agencies under the Nexus approach; • Support the roll-out and operationalization of the Nexus approach in the Kasai region, in close coordination with the UN Nexus support team (RCO, UNDP, OCHA) with a specific focus on the Peace pillar; • Contribute as team member to UNDP’s efforts to elaborate Local Development Plans (LDPs) for the sector level, which are centred around Local Peace and Development Committees (LPDCs); • Support UNDP’s engagement in the Nexus Peace pillar by assisting programme and project efforts funded by the Peacebuilding Fund (PBF) in the Kasai area, with a particular focus on initiatives in the area of transitional justice; • Support the UNDP PBF Project team in monitoring progress made on transitional justice achievements in both Kasai and Kasai Central province (also in liaison with the RCO and the Office of the High Commissioner for Human Rights – OHCHR). • Contribute to the identification of opportunities of potential peacebuilding initiatives and to the development of relevant projects to ensure the effective programmatic and operational interface and complementarities between humanitarian, transitional and recovery interventions; • Contribute to the setting up of an effective and innovative knowledge network on peacebuilding and stabilization to share best practices and lessons on recovery-related issues relevant to the Kasaï region.

• Recovery and conflict prevention/peacebuilding programmes/projects; • Design, monitoring and evaluation of projects; • Establishing relationships among international organizations and national government;

Usage of office software packages, with experience in handling web-based manage-ment systems being considered an advantage;

Previous experience as a volunteer and/or experience of another culture, (i.e. studies, volunteer work, internship) would be highly regarded;
