Following the November 2017 transition the incoming Government has expressed commitments towards: social cohesion and peace; political dialogue; economic recovery and job creation; improved quality delivery of social services; anti-corruption; accelerated reform efforts including in the public sector; human security and re-engagement with the international community. Building on the longstanding engagement in the country anchored on a relationship of trust and mutual respect with all stakeholders, the UN System in Zimbabwe has renewed its collective commitment to support the Government and the people of Zimbabwe to realize their aspirations and to scale-up its joint support to national efforts towards national development priorities. Promotion of constitutionalism, respect for the rule of law, consolidation of peace, protection of human rights and gender equality will remain critical. The UN and the Government of Zimbabwe will shortly conclude the United Nations Sustainable Development Cooperation Framework (UNSDCF) for 2022-2026. The UNSDCF priorities are: (i) People-centred - inclusive, equitable human development and wellbeing; (ii) Environmental protection, climate resilience and natural resource management; (iii) Economic transformation, equitable and inclusive growth; (iv) Transformative, accountable, equitable and inclusive governance. At this critical juncture in Zimbabwe, the Peace and Development Specialist, working with the PDA – under guidance of the UN RC - will provide advice on the UN’s work in support of the Government of Zimbabwe and other national stakeholders to build, strengthen, and sustain nationally-owned and driven efforts in promoting peace and development.

Under the direct supervision of the Peace and Development Adviser (PDA), the UN Volunteer will undertake the following tasks: 1. Assisting on research, information gathering and analysis with specific focus on supporting and promoting peacebuilding and conflict prevention: • Gather and process data and information relevant to the UN’s role and activities in [country] and the sub-region as relevant, with specific focus on supporting and promoting peacebuilding, social cohesion, conflict prevention and sustainable development [or any area of particular focus in the country]; • Support the PDA in undertaking political, political economy and/or conflict analysis, monitoring the situation in the country, and reporting of issues related to peace and security, including through analysis of local sources; • Carry out and coordinate research on particular issues and thematic areas such as conflict prevention, peacebuilding and reconciliation, human rights, social cohesion and sustainable development, taking into account the gender dimensions and requirements.

  1. Identifying entry-points and support inclusive approaches in efforts to build national capacities for conflict prevention, particularly with regard to civil society, including women’s and youth networks: • Assist the PDA in identifying areas of programmatic engagement with national stakeholders related to social cohesion, dialogue, conflict prevention and consensus building; and contribute to the development of conflict-sensitive approaches; • Under the guidance of the PDA, support the exploration of entry points with key national counterparts including the Government and civil society; • Support RCO colleagues to mainstream conflict/gender-sensitive approaches; including provision of training UN Country Team staff and key national partners on conflict analysis, conflict prevention and/or conflict-sensitive development; • Undertake mappings and analysis with civil society actors’ (including youth, women, and marginalized groups/communities) capacities for conflict prevention/ peacebuilding at local and national level, using the exercise to inform the support provided by the PDA and UNCT throughout the duration of the assignment; • Support the PDA in their engagement with national and local stakeholders, focusing particularly on engaging with civil society actors at local level and academia, to help link local initiatives to national-level institutions, structures and processes, as well as reinforcing dialogue between government and civil society and/or people-to-people dialogues.

  2. Provide technical support for coordination, partnerships, knowledge management and M&E: • Support the external coordination of existing partnerships between stakeholders (including government, civil society, private sector and the international community, including the UN system). • In close collaboration with the PDA and the Joint Programme Secretariat, support monitoring and evaluation function, including collecting, processing and analyzing data in the framework of peace and development team workplan; • Support knowledge management and sharing of good practices on conflict prevention and peacebuilding; ensure that stories/experiences, best practices and lessons learned are shared with the Joint Programme Secretariat; and respond to specific requests for information; and • Provide technical support to the Crisis Risk Dashboard for early warning, conflict prevention and peacebuilding.

Security: The Security Level in Harare is classified as Low (Level 2) as per the UN security management system in Zimbabwe. There are no major security challenges to UN operations in Harare. However, individuals must be on the alert as crime, mainly robberies, house break-ins and smash & grab thefts from motor vehicles at traffic lights and road accidents are some of the increasing risks to the UN in Zimbabwe.

Housing: Different types of long-term accommodation are available in Harare. House rentals and prices differ depending on size and location. You should always check with the UNDSS Security Advisor on recommended areas. Ensure that the property has a prolific borehole with a water tank in place and solar energy as back up since electricity can be a challenge.
